I have worked at the Institute for Government in London in various roles since 2008. I have a broad interest and expertise in constitutional and political change in the UK and internationally.In my present position I lead the Institute for Government's devolution programme, overseeing research, events and impact activity relating to devolution in all parts of the UK. At present our focus is to examine the effectiveness of metro mayors and combined authorities across England.

I am a member of the expert panel providing research, analysis and expert opinion to the Independent Commission on the Constitutional Future of Wales, established by the Welsh Government in 2021 to consider potential reforms to Welsh democracy and devolution.

I advised a project at the British Academy that explored a set of questions about how England is governed within a changing United Kingdom.
