The Edmonton Police Service is moving towards a civilianized emergency communication centre. After 26 years of service as a sworn member, I transitioned to being a civilian ECO. My duties involve answering the myriad of emergency and non-emergency calls that are placed to the Edmonton Police Service on a daily basis. I evaluate the need for police response, collect the pertinent information to mitigate the risks to officers and the public and garner details that will enhance the possibilities of suspect apprehension. This work is facilitated through the use of numerous software applications that one would expect in a modern emergency services environment. I have advanced myself within this work group by becoming a Communications Training Officer, Emergency Dispatcher and Operations Controller. I primarily fulfill the dispatch role in the centre at this time.

Police Dispatch/911 Section

*Supervised the daily operations of a team of 20-24 sworm and non-sworn personnel in a call centre charged with evaluating and dispatching emergency and non-emegency police calls for service.*Managed quality control of call evaluations and dispatches.*Acted as a resource for all on-duty staff and make decisions relative to the appropriate response to the myriad of inquiries/requests that are received in the centre.*Coordinated and liaised with command and street resources to quickly bring resolutions to dynamic incidents.*Dealt with customer service complaints, both internal and external.*Encouraged and facilitate the professional development and growth of team members.

Informatics Division - Business Support Section - Epros Project

*Coordinated training for members of the Edmonton Police Service relative to its records management tools (ERPOS Niche and the EPROS Gateway).*Provided business support for units and individuals as they began their use of these tools.*Supervised Quality Assurance staff.*Acted as a knowledgeable business resource for contracted development team in the review of design ideas for the ongoing development of the EPROS Gateway.

Economic Crimes Section

*Conducted complex investigations relative to fraud and related crimes specializing in credit/debit card fraud investigations.*Provided lectures to recruit classes as the subject matter expert from Economic Crimes Section.*Provided numerous presentations to government, community and retail groups on fraud related topics.*Provided numerous media interviews on topical issues related to economic crimes.*Organized and facilitated the Service’s activities in relation to Fraud Prevention Month in 2007 and 2008.

West Division - Edmonton

*Facilitated and guided the work of a patrol squad consisting of 8 -10 constables of varying seniority.*Coached and fostered the development of individuals in the interest of career advancement and fulfillment.*Managed and reported on the Service’s liabilities with respect to the actions of its officers.

West Division - Criminal Investigation Section

*Using a set of systematic and analytical processes, provided timely and pertinent information relative to crime patterns and trend correlations.*Assisted operational and administrative personnel in planning the deployment of resources for the prevention and suppression of criminal activities.*Supported operational personnel in investigative and problem solving processes.*Supported and educated operational personnel in the use of information systems to further their investigations.

West Division

*Investigated dispatched and on-view complaints.*Initiated criminal and traffic investigations.*Tended to administrative and supervisory duties as a Temporary Acting Sergeant.*Facilitated recruit development as a Field Training Officer.*Aided peers in the use of operational technologies as an ERNI Mobile Workstation Super User.*Supported patrol officer safety objectives by maintaining a Level II Shotgun Qualification.

Informatics - Electronic Reporting Network Initiative

*Tested and diagnosed software errors.*Identified and documented the training needs within the Service relative to both phases of the ERNI Project.*Designed and implemented the software training curriculum.*Managed the personnel selected to implement the training schedule.*Designed and coordinated the training schedule for over 700 service employees.*Analyzed the efficiency of ERNI Training.

Planning And Evaluation Services Section

*Assisted the Chief and his executive by providing factual and analytical research.*Assisted in facilitiating the strategic planning process for the Service.*Liaised with external agencies seeking information from the Service.*Increased the profile of the EPS by planning and coordinating site visits.*Supervised eight civilian staff members on a temporary acting basis.

Operational Support Unit - Communications Section

*Trained all new sworn and civilian personnel entering the Police Dispatch and Evaluation Centre.*Developed and implemented best practices and policies.*Chaired the Intergraph Users Committee.*Supervised support staff in the absence of the Operational Support Sergeant.*Conducted operational reviews and acted upon the resultant recommendations.*Provided excellent customer service relative to citizens’ service needs and inquiries.*Managed and coordinated patrol resources while performing dispatching duties.

West Division

*Provided policing and community building services to the high crime neighbourhood in the area of 118 Avenue and 124 Street.*Managed an independent office facility and its complement of volunteers and summer students.*Selected as team member to conduct security and enforcement relative to the Morgentaler Clinic Project.
