Contribute to the development of Solidarités country WASH sector strategy. Guarantee the quality and suitability of proposed technical approaches and ensure the appropriateness of WASH activities and general SI objectives to the needs of the local population. Coordinate the Project Cycle Management (PCM) and more particularly the operational monitoring of WASH programs implemented in the intervention country. Contribute to the process of capitalization and the improvement of Solidarités International methods and techniques in the field of WASH. Promote Collaboration and Coordination –internally and externally, in-country and with HQ. Contribute to the development of Solidarités country WASH strategy i. Supports teams to develop programs through the preparation of tools and conducting field surveys and needs assessments, including in-depth technical investigations in current and new areas of SI intervention. ii. With the support of the WASH Coordinator, assists project managers in organizing periodic project/program review workshops and collating lessons learned and best practices for future programming. Guarantee the quality and suitability of proposed technical approaches, appropriateness, etc. iii. Carries out inspection visits to the field to verify the quality of WASH structures under construction, providing sound and timely technical feedback to teams. iv. Works with MEAL to review Project Log-frame indicators and M/E plans. v. Performs secondary-level project progress and indicator performance monitoring at the field level. vi. Receives and performs tertiary review of water supply and sanitation design packages, including BOQs before submission to the WASH Coordinator for secondary review and feedback to field engineers. Contribute to project cycle management and more particularly operational monitoring of WASH Programs.

Planning, need assessments, program designs, log-frame, budgets, quality implementation, and monitoring of multi- projects of FSL, health, and WaSH in Aden and Marib governorates. Support preparing financial and narrative reports along with local partners. Contribute to design the program strategy. Support development and production of new concept notes and proposals. Participating in local coordination meeting and networking with donor, cluster, and humanitarian agencies (cluster and area-level working groups).Manage financial and Logistic aspects of the assigned projects, in compliance with Corus (LWR) models and donor regulations, technically support admin and logistic in their own functions. Identify and develop partnerships, relationships with people, and organizations to facilitate country programs and help achieve LWR's strategy. Responsible to cover the finance and administration responsibilities, with following the local partners in terms of programmatic and financial reports.Regular site/partner visits, and supervision of the partners implementation, along with quality and impact team learning. Total fund responsible/contribute to manage is 1.5 M$. And working with regional and HQ to expand our programs with big donors such as, but not limited to: FCDO, and BHA.Work as a focal point of Corus International/LWR at UNHAS and handle responsibilities obtaining visas and work permits for expats.

Manage the assigned WASH project to meet the project objectives within budget and allotted time frame. Prepare the implementation project plans with participation of project team. Supporting the design and delivery of WASH activities. Continuously monitoring and supervising WASH activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data. Plan and design methodologies including SoPs, contracts, templates and tools. Coordinate internal and external operations services with logistic and finance. Directly responsible for the technical guidance, management and implementation of the Water, Sanitation and Hygiene (WASH) Program Ensure that implementation of project in accordance with the proposals and donor requirements, on-time, on-budget and expected quality. Liaise with the authorities, committees and other beneficiaries and maintain good relations between the team and the target population. Contribute and support to design program need assessments, activities, work-plans, log-frame, implementation, and reporting. And propose several solutions for the IPDs and host community in different sectors (WASH, Shelter, GBV& Protection, Food, livelihood, and Development) based on me varies expanded experiences.

Plan and manage WASH programs in a phased and prioritized manner with full consultation and coordination with International Medical Corps’ staff and other agencies both governmental and non-governmental. Conduct updated assessment (directly and remotely) of current situation in collaboration with relevant stakeholders; determine priorities and immediate activities and available resources. Ensure quality implementation of defined aims and objectives of the overall WASH response program. Ensure that implementation activities are carried out properly in alignment with technical specifications. Define, in collaboration with other actors, a suitable hygiene promotion strategy for camp and host community contexts. Ensure that issues of protection, gender, and environmental impact, operation and maintenance and sustainability are factored into the program design. Organize with the logistics and finance departments materials and support needed for all activities. Build a team that has the capacity to respond to the emergency and assist in hiring and training as needed. Maintain frequent communication with WASH coordinator, and WASH manager to ensure program activities and objectives are communicated and prepare reports to the program manager. Attend WASH cluster meeting and other relevant entities and update them on programs progression. Work with Logistics and Finance staff to ensure the timely coordination of programs supplies are within budgeted targets. Responsible for coordination with relevant INGO, Local authorities, and clusters. participate in design, management and delivery of WASH assessments. Direct supervision of 5 staff, and more than 30 community volunteers.

Technical support for public health promotions staff through effective coordination and integration of activities with PHE & EFSVL. Attend and represent the team in the WASH cluster meetings. Contribute to design, implement and delivery of public health and WASH assessments. Support program manager to ensure adherence to minimum standards of public health promotion related activities and interventions. Responsible to coordinate within the team for reporting and with internal logistics and admin depts. Ensure quality programming of hygiene promotion, in close collaboration with MEAL team. Provide mentoring and/or coaching for national and partners staff where appropriate, to enable them to develop their skills in humanitarian programming. Coordinate with Oxfam Affiliates, WASH Cluster, UN and other regional/country level relevant bodies for on-going initiatives. WASH program development to enable mainstreaming of accountability to beneficiaries and other key stakeholders, particularly in terms of gender, protection and environmental impact. As part of an integrated team, contribute towards planning, proposal writing in order to provide clear objectives and fully assist the MEAL Officer in establishing indicators for monitoring and evaluating programs. Support the development and use of technically appropriate monitoring framework within WASH program including baseline data, secondary data, reviews, donor reporting, and internal/external evaluations. Contribute to regular reports, including donor reports, adhering to Oxfam reporting formats at intervals to be decided by the PQM. Also contribute and attend meetings on request especially in addressing key technical decisions affecting program. Present regular written reports on progress against objectives as required by the program manager and ensure that a final report is completed on completion of the contract.

Responsible for assessments and daily implementation of project activities and progress at assigned work sites. Oversee and create a community-based oversight system for all engineering works done by contractors, or (Beneficiaries of the targeted areas/CFW mechanism). Developing detailed bills of quantities (BOQ), drawings and action plans for the construction/Rehabilitation works. Developing estimated costs for rehabilitation/construction works. Working with Senior WASH engineer to draw up works tender documents, and providing technical support to Bid Committees. Preparing all documents necessary for procurement process. Developing, and maintaining good lines of communication and relationships with local authorities, and the local community. Coordinating WASH construction activities with local actors and building strong relationship with local and government partners. Supervising, and being responsible for all technical aspects of project implementation, ensuring they are completed in a timely, efficient and accurate manner according to standard engineering methods. Technical training of community volunteers, members of WASH committees. Developing and implementing safety standard checklists ensuring that beneficiaries’ safety is central. Regularly updating project implementation plans to the senior program staff with associated time lines. Watching and reporting on any new needs arising in the project targeted areas. Writing and submitting weekly activity reports showing implementation different stages, critical points of the construction/rehabilitation works. As required, supporting emergency planning processes and response in regards to WASH.
