Specifically, the Minister will work with the Minister of Finance to establish a new fiscal relationship that lifts the 2% cap on annual funding increases and moves towards sufficient, predictable and sustained funding for First Nations communities.With the signing of a Memorandum of Understanding with the Assembly of First Nations (AFN) on July 13th 2017, it is the Chief Finances, Results and Delivery Officer (CFEDO) of INAC that is heading the Government of Canada efforts to meet our goals. This initiative saw the creation of a New Fiscal Relations Secretariat and as the director, reporting to the CFEDO, I am responsible for managing the coordinated efforts forward, liaising with 3 sectorial Director General and their staff who head working groups on developing options for addressing SUFFICIENCY and PREDICTABILITY OF FUNDING and developing a model for MUTUAL ACCOUNTABILITY between First Nations, their citizens and Canada.The approach adopted is a "whole of government" approach to the process. This means that each working group includes representatives from across INAC, other federal departments and the Central Agencies as well as subject matter experts and representatives from the Assembly of First Nations. -
