Serving as chief radar image scientist on two different large SETA contracts (one with SED/OEA, one with GED/G2SPO). Defining Concept of Operations (CONOPS) and use cases for future SAR systems and modes an proposing ways to most efficiently integrate these into existing architectures across all mission partners. Supporting Enterprise Test efforts by defining simulated test needs, proposing product testing matrices, and conducting softcopy review of image quality and metadata/geolocation accuracy. Conducted numerous Engineering Study Requests (ESRs) to study the efficacy of SAR detection under tree cover, image quality at different geometries, and CCD quality at different geometries. Performed independent assessment of various ship detection algorithms. Provided in-depth performance analysis of new SAR Mission Planning & Scheduling software. Developing new collection policies and Image Quality Equation parameters for future systems. Analyzed differences in polarization between different radar constellations and routinely gave technical presentations at the SAREM conference. Working with various developers across G2SPO to ensure proper integration and end-to-end narrowband and wideband data flows. Providing expertise on entire radar TCPED (Tasking, Collection, Processing, Exploitation, Dissemination) chain for various directorates and mission partners. Educating new contractors and government customers by offering periodic SAR training sessions.

Areas of expertise include image formation, phenomenology for both EO and SAR sensors, softcopy display image processing, image compression, geolocation and mensuration accuracy, NIIRS and the image quality equation, and Full Spectrum GEOINT processing. Provided analysis of product quality issues in support of mission partners and warfighters. Answered questions on tasking, product quality, and phenomenology that are submitted through chat rooms and help desks. Led multiple tasks in system payload initialization activities. Worked with Mission Partners to implement better image softcopy display processing and calibration methods on Electronic Light Tables (ELTs) used for softcopy exploitation. Authored several SAR training and tutorial packages to train Image Analysts, Image Scientists, and Collection Managers. Actively participated in GEOINT Continuous User Engagement and FLUX (Forward Leaning User Transition) efforts through site visits to work directly with analysts on how to get the most out of imagery data and to help solve specific hard intelligence problems through specialized sensor tasking.

Conducted SAR interferometric analysis for government customer.

Led image quality analysis activities for the international (ISO) JPEG committee for image compression. Worked on development of the JPEG 2000 image compression standard. Provided image quality and image compression consulting expertise for a variety of government-sponsored imaging programs involving all data types. Led the JPEG 2000 integration effort for a major NTM system. Worked on file format issues and developed much of the ConOps for using JPEG 2000 compression in the NITF 2.1 file format; these guidelines are captured today in the BIIF Profile for JPEG 2000. Served as a member of Bandwidth Compression Working Group within NGA's NITF Technical Board (NTB).
