Advised the LPD 17 Amphibious Transport Ship Program Office (PMS 317) and the Surface Warfare Engineering Directorate on all Navy acquisition financial management initiatives. Interfaced between PMS 317 senior leadership, Naval Sea Systems Command (NAVSEA), and NAVSEA Logistics Directorate (SEA 04L). * Planned, budgeted, tracked, and allocated resources; developed financial management strategies to maximize DOD appropriations to fund government furnished equipment (GFE) acquisitions, post-delivery efforts, and initial outfitting.* Identified a $52 million shortfall in post-delivery funding; realigned requirements to the appropriate DOD appropriations, and negotiated $13 million in additional funding. * Implemented master program and time-phased management plans, including key milestones and post-delivery costs; translated all ships technical and prioritization schedules into funding requirements, which created transparency and justification of funding.* Managed two, $100 million post-delivery contracts; resolved invoicing issues, prepared documentation, and recommended funding strategy to reallocate remaining resources.
