Providing leadership in the field of highway engineering by promoting technical excellence and assisting in the development of strategic markets to meet group growth targets.Managing an ongoing portfolio of projects as previously outlined and including a role as Technical Manager for our Performance Audit Group that acts on behalf of Transport Scotland to monitor the performance of four operating companies that undertake routine maintenance on the Scottish trunk road network.Currently, and on previous projects, I have also acted as an expert advisor/witness, preparing and reviewing expert witness statements for both public inquiries and litigation.

Responsible for leading technical teams in support of major international bids and establishing technical assurance arrangements for selected major projects. Role also included raising and developing Halcrow’s global technical brand/reputation by promoting knowledge management and learning through a developing technical network.Managed an ongoing portfolio of projects as previously outlined and including a role as Engineer for the S8 Jezewo to Bialystok Expressway and peer review of the highway design elements of the Lusail development in Qatar.

Acting as commission director on Halcrow’s standards advisor and auditor term commission for Transport Scotland, working closely on this very successful commission with TS Standards Branch. Previously, he has project managed the maintenance of the Irish DMRB and reviewed road standards in Romania on behalf of EBRD. Presently he is also project director for several projects in the Client’s Advisor role including the Motorway Service Areas Commission for the Irish Government and investigating potential routes for a northern route linking the A9 to A94 at Scone on behalf of Perth & Kinross.

Working from a base in the UK helped to develop Halcrows business in Scotland and Ireland with roles as project manager and design team leader for feasibility studies and procurement of road improvement and bypass schemes including the N52 Mullingar to Belvedere Road Improvement and the M3 Clonee to North Kells Motorway. In addition to the traditional processes also led teams in the preparation of designs for Design and Build projects including the M6 DBFO, Millennium Canal Bridges, A90 Longforgan Interchange. As well as detail design preparation also acted as Client’s Representative on the A75 Glen Improvement. Laterally in this period acted as Project Manager for a joint venture of three consultants in the preparation of the M3 Clonee to North of Kells Motorway, co-ordinating five design teams in the preparation of preliminary and specimen designs and PPP contract documentation. Was also the lead expert witness at the Oral Hearing (Public Inquiry) for the project, lasting in total some 3 months.

Preparation of Feasibility Study Reports, co-ordination of detailed design (highways and drainage), contract documentation for principal contracts to DMRB standards as well as subsidiary contracts for Topographical Survey and Ground Investigation and liaison with clients and public bodies. With the advent of Design and Build schemes and DBFO during this period developed processes and proccedures for co-ordinating design process to meet contractors aims and requirements.

Design engineer working on a variety of roads porjects for both the Deprtment of Transport and private developers. Preparation of detailed road and drainage designs and contract documentation. MOSS (now MX) Systems Administrator with the responsibility for the establishment and operation of MOSS within JBP and the co-ordination of all computer aided design.

Worked on a variety of road projects but also was seconded to the Veterinary Department in Botswana as a Contracts Manager for a period of 6 months and assisted with the design of the township roads for Jwaneng, then a new diamond mine of the edge of the Kalahari Desert.

Setting out engineer for a dockyard extension in Sunderland, an extension to the Welsh Office in Cardiff and a tunnel in soft rock for the Post office in Cardiff.
