CurrentRaising City Resilience is about helping the city and their citizens and their management organization to be better prepared to withstand disastrous natural and man-made events and to enable the City to be able to rebound more quickly and emerge stronger from these shocks and stresses.We propose to develop a multi-faceted approach to raising a city’s resilience. We present the city with an Urban Resilience Analysis Management System.Our plan is an integrated model of policies, operations, actions, roles, structure, and physical and human resources. This minimizes shocks and stresses, plus affords the opportunity to continuously learn, improve and adapt.
Director Of Strategic Planning And Chief Resilience Officer (Cro)
I recently retired as the Director of the Strategic Planning Branch of the City of Ashkelon. I have developed this position over the last 27 years (1988 –2015) and have had a wide range of responsibilities. In 2014,I was appointed as Chief Resilience Officer (CRO) by both the City of Ashkelon and by the 100 Resilient Cities Network Project pioneered by the Rockefeller Foundation. During the too numerous homeland security difficulties in the Gaza Area, I developed a unique GIS method for providing an instant assessment of sensitive populations and public buildings existing within the multiple missile impact zones. This information enables the homeland command center to formulate an immediate effective response in distributing emergency resources and personnel to the impact zones.I developed the Strategic Municipal Decision Support System. This is based on a set of unique demographic forecasting and service delivery assessment models coupled with GIS. The goal is to present the city decision makers with a wide base of up-to-date strategic information trends and evaluations of public service delivery. I was the Ashkelon Deputy Chair for the strategic partnership with the Jewish Federation of Baltimore. I have participated in the advancement of several multi city to city strategic projects under the auspices of the European Union that included many Mediterranean partners, as well as efforts with the City of Gaza to develop a regional understanding and partnership. Other projects are focused on the City of Ashkelon’s leadership role in promoting quality management through its unique municipal work-plan; ISO 9001 based Citizen’s Service Charter for Quality and Excellence, as well as the City’s efforts to promote a city wide model for ISO 14001 based City Environmental Quality Standards. I also assisted the City to be awarded with the ISO 24001 Israeli standard for home land security and public resilience.

During my five years (1983 - 1988) as director I succeeded in developing and significantly expanding the professional staff and helped to arrange for the establishment of a complete regional air quality monitoring system. I actively participated in The National Environmental Protection Service’s negotiating team for establishing a coal fired electric power station in Ashkelon. Besides providing administrative leadership, I was responsible for environmental planning where I introduced GIS (geographic information systems) as an environmental investigative tool and concentrated my efforts in investigating the effects of Ashkelon’s coastal and beach development.
