Alan is the chief executive for the association representing state drinking water agencies in the development and implementation of national drinking water regulations. As such, he is responsible for the organization's day-to-day activities; works with the ASDWA Board of Directors to determine the association's focus and direction; develops and recommends policies and approaches to the Board for approval; and is responsible for their implementation. He serves as a spokesperson for, and represents, ASDWA in Washington, DC.

Alan provided technical and policy input on drinking water policy development, water quality planning, and regulatory compliance to water systems. He developed proposals and executed research projects on public communication of scientific and water quality issues, sources and fate of taste and odor compounds, and in dealing with unintended consequences of regulatory implementation. He worked to develop and implement regulations in a manner that both protected public health and avoided unintended consequences and unnecessary costs. He collaborated with a broad range of stakeholders in the water community, including water utilities, public health agencies, environmental advocates, state regulatory agencies, and federal agencies such as EPA, CDC, DHS, DOE, USGS, and others.

Alan was the advocate for the drinking water utilities with the federal government. He was responsible for implementing AWWA's overall regulatory program with all federal agencies such as EPA, DHS, CDC, USGS, USDA, etc. He and his technical staff worked closely with EPA staff on the development of drinking water security policies and national drinking water regulations and with DHS on the development of national water security policy.
