About Alan Sutherland

Ambitious. Goal setting and achieving. Determined to make a difference. These have been the characteristics of a 25 year career. Most recently, I have worked with Government to reform the Scottish water industry, establishing a regulatory regime, which has allowed Scottish Water to become amongst the best in class. I designed and led the implementation of a retail competition framework, making a choice of supplier available to all business and public sector customers in Scotland. The UK Government's December White Paper, 'Water for Life' sets out an intention that a similar reform be introduced in England.I am currently engaged in a radical overhaul of the regulatory framework in Scotland to build on what has already been achieved. Three central principles underpin this work: Allowing customers to decide their priorities and what constitutes value for money; Incentivising Scottish Water to take ownership of, and responsibility for, its plans and encouraging greater Innovation in the industry.My enthusiasm to achieve more and meet ever more challenging goals only increases with time.Specialties: Strategic analysis, corporate governance frameworks, regulation, finance, working with Government.

    • Established an economic regulator for the public sector water industry in Scotland in 1999 - a first in the UK public sector.• Since 1999, have overseen six Reviews of Charges (1999, 2001, 2005, 2009, 2014, 2019). • Ensured a robust information framework was in place from 1999 to allow for effective benchmarking both over time in Scotland and with the private sector industry in England and Wales.• Provided evidence to the Scottish Government and the Scottish Parliament, which… Show more • Established an economic regulator for the public sector water industry in Scotland in 1999 - a first in the UK public sector.• Since 1999, have overseen six Reviews of Charges (1999, 2001, 2005, 2009, 2014, 2019). • Ensured a robust information framework was in place from 1999 to allow for effective benchmarking both over time in Scotland and with the private sector industry in England and Wales.• Provided evidence to the Scottish Government and the Scottish Parliament, which evidenced why Scotland would be best served by merging the existing three authorities to create Scottish Water.• Assessed and monitored (reporting annually) the delivery of an efficiency challenge for the water industry in Scotland. Scottish Water reduced its operating and capital expenditure unit costs by more than 40% in less than 7 years.• Successfully designed and implemented the world’s first retail market for water services in 2008. This included review of tariffs underpinned by a detailed understanding of the costs to serve of different classes of non-household customer. • Introduced the first full negotiated settlement of a regulatory charges decision in the UK in 2015. A recent particular focus has been on building the evidence base for the inevitable and necessary increase in investment that will be required to replace existing assets and adapt appropriately to the effects of Climate Change. • Advised ANRSC (Romanian regulator) on information collection, benchmarking and the creation of a framework for business planning.• Advised the two largest water companies in New Zealand - Watercare and Wellington Water - on their investment needs, scope for efficiency improvement and future pricing.• Worked with the New Zealand Department for Internal Affairs to support reform of the water sector in New Zealand. Completed analysis recommending between two and four new entities, established potential scope of the required investment before 2050 and the scope for potential efficiency. Show less
