The Interoperability technology stack included HL7, SAML, XACML, SSL/TLS (including x.509 digital certificates), and the IHE suite of standards. Designed and built several comprehensive HL7 transaction processing systems and components - both HL7 v2.x and v3.0 (e.g., CDA), involving a wide array of transports including MLLP, HTTPs, sFTP, PHIN-MS, XDS, the HL7 2.x standard M/LLP. The transport securely and reliably handled tens of thousands of electronic claims, remittance and eligibility transactions per day leveraging the ANSI x12 transaction set. Additional team responsibilities included a patient-engagement feature-set centered on a patient portal which enabled features such as e-Visits, Rx requests and electronic patient statements with bill-pay. As well, the team built the interoperability infrastructure to support creation and consumption of patient clinical data from HIE’s.

This work was done both using C++ and a proprietary language, Data-merge (DML). Development responsibility for building our first generation EDI transport / API for conveying and retrieving healthcare financial transactions.

Development responsibility for building and maintaining a Leads Tracking System for the Combined Gainesville Student Murders investigation (GPD, ASO, FDLE, FBI). The system was responsible for the data entry and analysis of over 8000 investigation lead reports. The cross-referencing and data analytics provided supporting evidence for the arrest and prosecution of Danny Rollins, who was the individual responsible for all 5 University of Florida and SFCC student murders. The system also help link Rollins to the serial murders of a family in Shreveport, Louisiana on November 4, 1989.

Development responsibility for enhancing and maintaining the utility’s Geographic Information System (GIS), which kept track of all utility plant assets such as utility poles, lighting, transformers, electric distribution and transmission, substations, generation plants, and many others.
