Supporting the Air Force Research Laboratory Aerospace Systems Directorate with its Digital Transformation initiative by ensuring Knowledge Management (KM) practices and processes are being incorporated to enhance decision making based on corporate technical and business information.Collaborating with stakeholders across the entire directorate to establish a KM council for defining a KM corporate approach. Leveraging corporate subject matter experts for cross organizational communication and expertise to drive KM processes, identify barriers to participation and provide recommendations to overcome identified barriers and promote trust and credibility in the organization. Supporting evolution of the Directorate’s Information Technology (IT) strategic plan to achieve the five year objectives and revise the governance process to facilitate the guidance of the strategic plan. Conducting a comprehensive review of current KM platforms utilized by the Directorate and recommending solution(s) to improve knowledge users’ ability to readily identify, access and organize information. Coordinating the development, execution and promotion of a strategic plan that facilitates identifying, capturing, evaluating, storing, retrieving, and sharing of the Directorate’s intellectual assets.

Serves as the technical lead on Directorate software applications development and Information Technology (IT) Portfolio Management (PfM). Manage and oversee implementation of enterprise IT projects ensuring architecture, configuration, integration and cybersecurity. As the role of Product Owner and SCRUM Master, leverages agile software development methodology employing SCRUM to lead a development team of 9 software developers in SPRINTS to deliver solutions to complex problems. Currently leveraging PEGA Agile Studio to manage stakeholder, the development team resources, backlogs, and SPRINTS to iteratively deliver new solutions and sustain 42+ deployed software applications. Currently development is being conducted in ColdFusion with future migration to the AFRL selected intelligent Business Process Management Suites (iBPMS). Develops IT Project Plans and manages 12 contracted IT professionals along with oversight of the application development and annual budget from inception to completion. While in the role of the RQ directorate SharePoint Site Collection Administrator administers the creation, permissions and sustainment of sites used by approximately 1200 personnel. Active in IT development efforts across AFRL in support of enterprise solutions to facilitate the research and development mission of AFRL’s geographically separated technical directorates.

Technical lead on Enterprise Business System (EBS) IT projects addressing all facets of system operational support and enhancements. Assists the AFRL Corporate Information Officer (CIO) to address and comply with downward directed IT policies and efficiencies regarding areas of consolidation, use of new technologies, information/data security, corporate IT initiatives and cost savings related to the enterprise. Autonomously manage an onsite contracting team comprising of technically skilled IT personnel providing 24/7 coverage including the management of computing facilities. Provides oversight on the AFRL Enterprise Operations Support Desk providing exceptional IT support responsiveness with high user approval ratings. Acts as the operational focal point for cybersecurity efforts to achieve initial and recertification of EBS Authority to Operate (ATO) leveraging the Risk Management Framework (RMF) resulting in timely ATOs approvals. Plans, defends and executes annual operational budget for Enterprise Operations Center IT investments valued at $6M. Effectively provision for hardware and software assets, licensing renewals, technical refresh, sustainment and labor contracts. Resulting in higher headquarters, Air Force CIO, consistent annual approval of EBS annual enterprise operations budget supporting operational requirements.

Led the Directorate's corporate IT Plans and Program investments. As Deputy CIO actively supported the Technical Directorate's CIO in AFRL CIO council activities regarding corporate information strategies and policies, investments and ensured IT implementations. Established strategic IT investment plan and software application development and deployment supporting the Directorate's IT vision.Realigned the IT investments to meet the need for a consolidated IT portfolio, assets and resources supporting an internal corporate merger of two separate directorates contributing to the successful instantiation of the Aerospace Systems Directorate.

Effectively managed contract and contracted personnel to evolve IT support desk and manage multiple computing facilities to sustain initial Enterprise Business System (EBS) web-based capabilities.Planned, acquired and executed overall annual budget for IT investments and sustainment of fielded systems.

Implemented complex IT solutions delivering cross functional capabilities to the user community of 10,000+ users. Capabilities for collaboration, workflows, document management and records management. As the Quality Assurance Evaluator for said efforts, lead a multiyear contract valued at $15M to provide core capabilities fulfilling the business management vision for enterprise level research and development program management.

Technical lead for development and deployment of the initial Collaboration Work Environment (CWE) capability supporting cross functional requirements.

Directed and supervised a software development team to develop web-based business software solutions for the government contracted requirements.Administered establishment of cost estimates, schedules, resource allocation, requirements collection and analysis, data modeling, design, development, test, deployment, documentation and customer acceptance of software product.

Managed and supervised an engagement team of consultants solving business area issues on cost allocation methodologies for the client. Prototyped and enhanced user interface for an activity-based cost accounting software system.

Conducted in-house independent research investigating pattern recognition approaches to increase control of manufacturing processes enhanced control of inspection process for the repair of turbine engine blades.Researched and assisted in the development of an Episodal Associative Memory using neural networks to discover patterns within data to capture design knowledge to enhance design capabilities through reuseand published results.

Led affordability thrust-area evolving computer-aided-design and simulation technologies for aircraft manufacturing processes enhancing producibility.Prototyped neutral/reusable modular avionics suite for communication, navigation and identification system leveraging behavioral modeling in Very-High-Speed Integrated Circuit Hardware Description Language validating concept and cost savings across various airframe platforms.

Successfully developed an interactive computer-aided-design analysis tool to assess weapon system supportability needs through employing human factors modeling and simulation in design. This effort was supported by academia, University of Dayton Research Institute, and resulted in sustainment cost avoidance considerations earlier in the design phase.
