Under supervision of the Project Manager, the Project Engineer/Assistant Project Manager will coordinate and administer routine subcontract work using standardized and prescribed methods. He/she will be responsible for the written and verbal correspondence in the procurement of materials, construction progress meetings, submittal review in compliance with project requirements, scheduling and design professional correspondence (RFI). Administers project controls utilizing software based project management programs.

Provides direct support to the Department of State (DoS) Project Director (PD) and is located full time on-site overseas. As the representative of the PD, the Project Controls Engineer will conduct liaisons with, and monitoring of, prime contractor responsible for constructing the embassy. Serve as engineering program analyst in support of highly complex U. S. Embassy construction projects. Conduct cost/schedules analysis. Responsibilities include project management, scheduling, problem analysis and resolution. Monitor adherence to project schedules. Produce white papers and other documentation of problems, progress-to-meet milestones, recommendations for improvements and other issues as required.

Serves as Cost Estimator in the Cooperative Threat Support Center (CTSC) financial management support team supporting the Defense Department’s Cooperative Threat Reduction (CTR) programs assisting the states of Russia, the Former Soviet Union (FSU) and non-FSU states for the destruction and prevention of the proliferation of Weapons of Mass Destruction (WMD) Cost Estimating• Performs cost estimates for projects and programs involving the construction of facilities; dismantlement of facilities and weapon-basing infrastructure; transportation-based infrastructure; broad general services ranging from systems analysis to facility design; operations & maintenance of facilities, warehouses, etc• Prepares conceptual and rough order magnitude (ROM) estimates for government budgeting purposes and preparation of more detailed Independent Government Cost Estimates (IGCE) for use in the acquisition and selection process for Government projects• Provides assistance to the CTR Project Manager and TRSC technical staff in development of project statements of work/objectives (SOW/SOO), work breakdown structure (WBS) and pricing support efforts, as well as in determining costs associated with program scope changes• Lends support in defining program requirements in the acquisition process, and tracking project/contract status
