Lead government negotiator assigned to Office of the President; served senior executives and officers in bringing agreements to timely execution. Extensive experience with GAAP, FAR, DFAR, OMB-A-110, OMB-A-122, OMB-A-133. Successfully and expeditiously negotiated and executed commercial, government, and international contracts and amendments. Determined contract type, negotiated fee, budgets, and cost sharing. Drafted contractual language related to intellectual property, demonstration, integration, and commercialization. Ensured timely execution of contracts as principal liaison between customers and contractors. Experienced with broad range of agreement types, including universities, non-profit organizations, federal, state and local governments. • DOD, Space Warfare Systems (SPAWAR) on behalf of Homeland Security - negotiated fixed price milestone contract to construct Fast Simulation and Modeling System (FSM). Applied it to electric grid stability to study operations contingencies accounting for potential terrorist activities.• EPA, UCAR / NCAR - negotiated purchase, maintenance contract, construction, and installation of CRAY Supercomputer at Boulder, Colorado site.• DOD, ARMY Research Office - negotiated 30 university research contracts to develop a model of Complex Interactive Networks for domestic security. • Negotiated and successfully executed over 100 domestic and international participation agreements between utilities, refineries, governments, and water treatment plants. Resolved antitrust exposure with the support of the the Attorney General.• Negotiated with American Superconductor Corporation (ASC) to utilize and integrate EPRI Intellectual property. ASC agreed to provide warrants for shares of stock as consideration. Partnering was a success and resulted in return of $2.3 million to EPRI for continuing research.
