Alan Howze is advancing innovation and operational improvement as Assistant County Administrator and Chief Knowledge Officer of the Unified Government of Kansas City, Kansas and Wyandotte County. Alan leads a department of ~50 with a budget of $6.5 million across four divisions: Information Technology, 311 Call Center, Geospatial Services, and a Performance and Innovation team. He also has oversight responsibility for several other departments, including Fire Department, Office of the Clerk, Appraiser’s Office, and Parking Control. Alan assisted public sector clients with developing and implementing strategies to re-design how services are delivered, and to overcome the challenges of transforming public agencies. He has a wide breadth of experience in the public sector as a consultant, project manager, and policy and communications adviser.

Mr. Howze served as a Political Director, where he advised the Governor on local, state and national political activities. He developed and implemented political and policy agenda, and served as a liaison with the Virginia House and Senate Caucus, the State Political Party, local elected officials, local party organizations, and interest groups. Mr. Howze worked directly with the Legislative leadership, rank-and-file House members, the Governor’s staff and the Governor, serving as a liaison to ensure clear lines of communication and to foster understanding between parties. Special Assistant to the Secretary of Natural Resources, February 2002 to April 2002. Mr. Howze served as a special assistant, where he coordinated the legislative review process for the Secretary’s office during the Virginia General Assembly session.Warner for Governor Campaign, Field Director, January 2001 – January 2002. Mr. Howze was responsible for campaign activities in thirty-four cities and counties in Western Virginia. He was responsible for the management of two regional field offices and more than 30 employees, including budget, payroll and staffing.
