The Legislative and Political Affairs team focuses on economic policy, affordable homeownership opportunities, consumer protection, and access to quality jobs. The Senior Director works with a talented team of experts to make advancements in these areas while supporting UnidosUS’ work on other policy priorities such as education, health, and immigration reform.

Director of the NCLR Policy Analysis Center (PAC), established in 1980 to provide fact-based analysis of relevant policy issues facing the Latino community. As Director, sets strategic direction to advance NCLR’s policy priorities and oversees NCLR’s legislative work on Capitol Hill. The PAC focuses on affordable homeownership opportunities, consumer protection, and access to quality jobs. The PAC Director works with a talented team of experts to make advancements in these areas while supporting NCLR’s work on other policy priorities such as education, health, and immigration reform.

The National Council of La Raza (NCLR) is the largest national Hispanic civil rights and advocacy organization in the United States, working to improve opportunities for Latinos. As Director of Legislative, Congressional and Political Affairs I am responsible for building and nurturing relationships with Congress and the Executive branch to advance public policy issues that are important to the nation’s Latino community.

Strategic Solutions Washington (SSWDC) is a public interest consulting firm providing advice, media guidance, grass roots coalition building and advocacy support to a range of non profit, philanthropic and corporate institutions, one third on a pro bono basis. Primary focus is on economic development, housing, agriculture, transportation and trade. Serves as the principal advisor and Federal Policy Representative for the William C. Velasquez Institute (WCVI).

Responsible for operating, maintaining and regulating the bi-national St. Lawrence Seaway in cooperation with Canada, and for developing international trade throughout the Great Lakes Seaway System. The Saint Lawrence Seaway Corporation operates and maintains a series of locks, the Seaway International Bridge, and ensures the marine safety of all shipping through the Seaway. It is the gateway to the Great Lakes Seaway System, which is 2,300 miles in length, borders eight U.S states, two Canadian provinces and serves 15 major ports. Directed 185 people in Washington and New York and managed an annual operating budget of $18 million and capital reserve of $12 million. Appointed by the President and confirmed by the Senate to a seven – year term.

Served as the political, legislative and administrative manager of congressional office. Coordinated campaign and district offices, developed unified political message, directed development and implementation of legislative initiatives, managed overall staff and monitored work product, developed and implemented office budget. Served as liaison to all major political interest groups, including Labor, Business and the Latino community.

Developed and guided enactment of subcommittee legislative agenda, including management of all subcommittee legislation during committee and floor consideration. Served as subcommittee liaison to the full committee and House Leadership. Assisted in the development and passage of several major consumer finance bills, including the Truth in Savings Act and Fair Credit Reporting Act. Developed and managed all press strategies and served as primary spokesman for the subcommittee.
