The Pastor Center honors Congressman Ed Pastor and his legacy of service in Arizona and the nation—and serves as an inspiration for the future generation of leaders. Located in the ASU College of Public Service and Community Solutions, the Center serves as a dynamic, student-centric hub of activity that promotes, publicizes, and encourages political engagement and public service among ASU students and the broader community. It embodies ASU’s commitment to be an active agent of change, addressing society’s problems. The center prepare and empowers ASU students from all backgrounds to assume leadership positions in the public, private and nonprofit sectors.The Center serves on a national stage as one of twenty-five university-based public service institutes participating in Harvard University’s National Campaign for Political and Civic Engagement, launched by the Kennedy School’s Institute of Politics. It is the first in the network to honor a leader representing a minority community—representative of the backgrounds of our participating students and our objective to diversify the population of public service leaders.

The Kettering Foundation is a nonprofit operating foundation rooted in the American tradition of cooperative research. Kettering’s primary research question is, what does it take to make democracy work as it should? Kettering’s research is distinctive because it is conducted from the perspective of citizens and focuses on what people can do collectively to address problems affecting their lives, their communities, and their nation.

Alberto directs the Center for Civic Participation (CCP) for the Maricopa County Community College District (MCCCD), which serves over 260,000 students a year. He manages the budget and staff for this office, and works with the ten MCCCD colleges to promote civic education and effective civic participation for students, faculty, staff and community members. CCP does this by working with college leadership, instructors, student life and leadership offices, and student leaders to develop public policy- and community engagement-focused instructional resources, faculty and staff professional development workshops and materials, and student leadership activities and resources; and by forging partnerships between college agencies and student groups with community and business organizations, elected officials and community leaders.Alberto also represents MCCCD in public engagement partnerships with local civic organizations and public agencies; and serves as a trainer and presenter on practices related to public participation, and public dialogue and deliberation, including the National Issues Forums Institute model for holding deliberative public forums.

Areas of focus included revising the college district's Active Retirement program and policies; developing and implementing HR recruitment and outreach strategies, and adapting implementation strategies based on the recently completed report on Diversity & Equal Employment Opportunity (EEO) policy recommendations.

The Commission of Indian Affairs was established in 1953 by the Legislature to consider and study conditions among the Indians residing within the State of Arizona. The Commission assists and supports state and federal agencies in assisting Indians and tribal councils in this state to develop mutual goals, and to design projects for achieving goals and to implement their plans.

The Governor’s Office of Equal Opportunity administers the State’s Equal Opportunity Guidelines; monitors compliance with State Agency equal opportunity plans; processes State of Arizona employee equal opportunity complaints; provides training for State Agency Equal Opportunity Administrators; offers facilitative mediation services for State Agencies; and provides information and referrals to local and national resources as requested.The policy to provide equal employment opportunity includes, but is not limited to hiring, placement, promotion, transfer, or demotion; recruitment, advertising, and all solicitation for employment; treatment during employment; rates of pay or other forms of compensation; selection for education and training; layoff, termination or reinstatement; and the state service exam process.

As one of the first dedicated state voter outreach offices in the country; the Voter Outreach Director was charged with developing an education and outreach program with the goal of partnering with business, education, public and nonprofit agencies to raise awareness about key election issues and races, educate constituents about the voting process, and otherwise promote higher rates of voter participation in traditionally under-represented communities.
