 Serve as the Chief Executive Officer overseeing the day-to-day administrative operations. Manages the current citywide budget of $141 million. Prepares departmental budget for the administrative office; reviews departmental budget requests from all City departments and divisions for inclusion in the administrative recommendation to the City Council; coordinates the scheduling of budget meetings, and ensures compliance with all legal and procedural requirements. Directs and manages the operations of the City; provides direction to all City functions falling under the authority of the City Council; supervises all subordinate department heads and administrative staff; hires, trains, evaluates performance, disciplines senior management personnel, oversees this process for all City employees through subordinate managers; establishes policies and procedures for the overall City functions; oversees and participates in the resolution of inquiries and complaints from the public and other organizations; and establishes, monitors, and evaluates progress towards goals and objectives of the administration. Directs and manages the operations of the Community Redevelopment Agency; provides direction to the CRA staff; successfully transitioned the organization to improve the overall agency reporting and management. Serves as the liaison between City staff, the Mayor, and the City Council; attends all meetings of the City Council; briefs Council members on pending agenda items and other City issues; responds to inquiries and provides Council members with information on the status of City operations and projects; provides analysis as needed to assist the Council in making informed policy decisions; prepares meeting agendas; and provides administrative support to the Mayor and Council members, as needed.

City Of North Miami

 Coordinate special projects for the City, including the planning, design, implementation, and evaluation of construction/renovation projects, management studies, introduction of new programs, and various professional services: define the scope of the project; identifies and ensures roper allocation of financial, material, and human resources committed to the project; formulate solutions and resolves problems; facilitate implementation of the project; and provide administrative support to the project as needed. Plan and coordinate departmental activities; make recommendations concerning the operation of the various divisions: Streets and Right of Ways, Sanitation, Facility Maintenance, Fleet, Water and Sewer, Water Plant, and Stormwater. Oversaw the daily operations and negotiated the developer's contract on the Biscayne Landings/SOLE MIA Site; which is the largest land development east of Biscayne Boulevard in Miami Dade County, at present. Liaise with other governmental agencies, Miami-Dade Regulatory and Economic Resources (RER), WASD, and FEMA, South Florida Water Management District, and various other city, state, and federal agencies. Develop annual fiscal budgets and five year CIP budgets. Set policies, establish goals and objectives for the department, and develop internal policy/procedures of operation to enable department personnel to follow the policies set by the City’s administration. Develop and administer department budgets and related capital improvement programs; monitor/approve expenditures for compliance with approved budgets. Direct all emergency/recovery activities per National Incident Management System (NIMS) training; manages Emergency Support Functions and supervise staff on all FEMA reimbursements after federal declared emergencies.
