Advanced regional trade integration through the implementation of the Central American Uniform Customs Code after a decade-long stalemate. Spearheaded the approval of the Digital Finance Transformation Program, coordinating the integration of technology in tax and customs systems, and implemented "Aduana Fácil. Lead the tax formulation of the law to attract film investments. Coordinate a tax work team with the Ministry of Culture to evaluate the tax simplification of the sector. Prioritized risk analysis for money laundering and terrorism financing with support from the U.S. Treasury. Project Manager for Infrastructure and Heritage Interventions: Alajuelita Human Development Park, National Theater Comprehensive Security and Conservation Program, National Library Fire Protection, New National Cinematheque and the National Music Auditorium. Lead and implement the decree of the Costa Rica Economic, Creative and Cultural Strategy 2030, which led to the inclusion of the sector as a beneficiary of the funds for Banking for Development. Promote strategic dialogue through the creation of the Symposium on Research in Economy and Culture. Coordinate institutional dialogue to strengthen the instruments for ensuring cultural workers. Generate instruments for financial sustainability of the competitive funds.Achievements: Approved law for the promotion of the creative and cultural economy. Creation of the fund for the Creative Economy in SBD. Creation of the National Policy for the Promotion of Reading and the Bicentennial Libraries Program. Non-reimbursable cooperation obtained: U.S. Embassy for the heritage intervention of the National Theater, ECLAC for the strengthening of the value chain of the digital animation sector, EU/UNESCO for the design of regulatory measures for the music sector, EU/EUROSOCIAL for improving competitiveness and job creation in vulnerable territories, IDB Support for the Creative and Cultural Ecosystem of Costa Rica. Follow-up to the Educational Infrastructure Trust loan operation for $167 million. Achievements: tendering of 60 new educational centers, research on “School Climate and Educational Investment” taking into account the characteristics of the communities.

Coordinated the socioeconomic team for the National Telecommunications Fund Trust, improving investment planning tools to enhance rural connectivity sustainability. Defined subsidy estimates for telecommunication infrastructure services, increasing connectivity in 14 Costa Rican regions.

Coordinated the inter-institutional process for defining and prioritizing the Public Investment Financing Portfolio, focusing on designing infrastructure projects that promoted the country’s productive development and social welfare. This was achieved through innovative financing mechanisms, including public-private partnerships (PPPs), public financing, and sovereign-guaranteed projects.

Negotiated and monitored sovereign-guaranteed projects, advising implementation teams on strategic and financial aspects. Facilitated funding dialogues with international organizations.

Achieved 100% success in procurement processes within one year, coordinating technical teams in the Peruvian Ministry of Education. Recognized by the EU as the best-implemented project of the year.
