The AIB is an independent unit of the Maryland State government created by the Blueprint for Maryland’s Future law to ensure successful implementation of the Blueprint over the multi-year implementation period and achievement of the Blueprint’s intended outcomes. It is governed by a seven-member Board supported by an executive director and staff.The AIB is charged with many responsibilities to ensure the implementation of the Blueprint and the achievement of its important goals for Maryland students. Overall, the AIB must strive to provide equal access to a high-quality education with equitable outcomes for each Maryland student regardless of the student’s race, ethnicity, gender, address, disability status, socioeconomic status, or the language spoken in the student’s home.In my current role as the Finance Director, I am responsible for managing, controlling, overseeing, and reporting on all fiscal (budget & accounting) operations in accordance with applicable statutory and regulatory procedures, including fiscal analyses of the revenues and expenditures of various State and local agencies responsible for implementing the Blueprint for Maryland’s Future. I was responsible for management of all Unit funds and oversight of project and grants management as well as initiating, managing, directing and guiding Unit grants management actions to implement projects and activities associated with all Chesapeake and Coastal Service funding including, but not limited to, the following: the Maryland Coastal Zone Management Program (CZMP), the Chesapeake Bay Implementation Grant (CBIG), the Chesapeake Bay National Estuarine Research Reserve in Maryland (Reserve), the Governor’s 2010 Trust Fund; Aquatic Resources Education.

The Chesapeake and Coastal Unit partners and collaborates with other local, state, and private organizations to protect, manage and conserve the bay and its coastal areas. We ensure that there are tools, experts, and financial resources available to address the Chesapeake and Coastal management priorities. My role was to manage the accuracy and integrity of capital grants statistical and financial information of the Waterway Improvement Funds in the Chesapeake and Coastal Service. I administered an annual Capital Budget of about $22-25 million of State and Federal funds and authorize grant disbursements of those funds.

This position provided the following for the CPC Program: global administration including the maintenance of policy and procedures, accounting and reporting support including the monthly bill payment process, internal control monitoring, system account administration, and other miscellaneous functions. This position was responsible for the day-to-day management of the statewide CPC Program, including serving as the liaison between staff at participating state agencies and the bank representatives, providing technical and procedural assistance to agencies, facilitating payment of the monthly statewide CPC bill, and participating in regular meetings with the bank and CPC Steering Committee. The position also performed special projects as assigned by the department manager relating to Corporate Purchasing Card Program reporting, implementation of systems, the development and implementation of program policies and procedures, as well as preparing various statistical reports. The incumbent developed materials (handouts, slides, reports, etc.) for presentations and trainings given by the General Accounting Division to state personnel relating to the CPC Program. The position performed analysis of various operating problems or areas of interest to the division and prepares reports to senior management and/or technical personnel. Additionally, this position provided accounting support, when required, to other sections within the division.
