In September 2018 I ended a three-month consultancy at WFP headquarters. I provided support the PM&M/ WFP to present an operational view of the role Food Security plays in a Nexus environment in countries affected by protracted crisis and violence with a mixture of humanitarian, development and peace promotion strategies; Supported the development of database. Carried out data analysis on 33 fragile states, chronically impoverished states and complex crisis where WFP is delivering programmes with national information systems often inconsistent, partial or non-existent;

Technical Adviser to Ministry of Natural Resources, Rwanda. Provided support to the Ministry of Natural Resources, PM&E Unit in analysing the existing M&E system and key indicators utilised at level of ministry, agencies and sectors at central and district level. Supported the preparation of the inception report for Result based M&E system project; Set out objectives, methodology, to be used and detailed Work Plan with Budget for year 1; An updated Result Framework with indicators, baseline, targets and sources of verification, based on participatory workshops organized with sector and sub-sector stakeholders; Risk analysis and risks management strategy; Prepared Terms of Reference for Specialist Studies, including baseline studies. Mobilization and monitoring of Short-term experts.

• Main Activities: Supported and assisted the Director of Policy Planning and Resource Mobilisation (PPRM) in the development of the review of the next Regional Integration Supported Development Plan RISDP (2014-2019); Supported the review and adoption of the Strategic Planning, Monitoring and Evaluation (SPME) Policy in SADC Secretariat; Provided advices and assistance to SADC sector managers in development of 5Y, annual operational plans, its monitoring and reporting; Supported the development of SADC Information Management System (SIMS), selection and adoption of Smart indicators, in coordination with SADC Sectors Managers and representatives of the 15 country members;Coordinated technical support for strengthening data collection, analysis, validation and dissemination mechanisms for the SADC Statistics Year book; Developed guidelines for planning, monitoring and evaluation and facilitate their adoption.Provided methodological support to sector manager on progress reporting and compiled project reports; Assisted with contributions to the Institutional Capacity Development Programme Estimate (PE), preparation of Terms of Reference (ToRs) and supervision and monitoring of Short Term Experts contracted;

European Union MDG Programme “Accelerating progress towards MDG1c in Mozambique” • IFAD sub-component: support the finalisation of programme design; supervision and follow-up (start-up process, mid-term reviews, implementation completion reports and portfolio reviews) and • Support the monitoring and evaluation process of the four IFAD-supported projects in the implementation of the Sub-programme. • Assist the Project Coordinators in the preparation of Annual Work-plans and Budgets (AWPBs) with regard to the Sub-programme.

Support to NAO Project (Budget: 164M €)• Provided support to the management of the National Authorising Office, oversaw the overall training, assisted in the coordination with other stakeholders and in the programming of activities under 11th EDF. • Supported the set-up of monitoring procedures and systems within the NAO office, including improved record management and development of database for contractual documents. • Provided on-the job training and mentoring on EDF rules and regulations, financial/contractual procedures, M&E and decision circuits. • Strengthened the general capacity of the NAO office to carry out its roles, particularly in relation to programming, project preparation and reviews.

1/2007-03/2012 TA, Rural Development/Food Security (RDFS, 5Y), NAO/Ministry of Finance, Malawi, Provided Support to the NAOSU in the programming, management, monitoring and administration of EU funded intervention in the Agriculture (EDF) and Food Security (BL) in Malawi by building capacities of NAO staff and officers in related Government institutions. Provide support to the NAO and the EU Delegation to set and achieve the annual targets for global commitments, individual commitments, and payments in the sector. Improved adherence to EU regulations and procedures. Assisted the Ministry of Finance/NAO and the EU Delegation in formulating GoM and EU strategies and actions in the area of rural development and food security. Advised and assisted in the preparation of project proposals and programming activities, liaising with relevant UN Agencies and other’s donors agencies within the context of PRSP and MDGs. Advised and assisted in the preparation of project proposals, Financial Agreements, Programme Estimates, tender dossiers and contracts. Provided the NAO and EUD with relevant information relating to EUD programmes and projects. Advise/assist NAO SU in the preparation of consolidated progress reporting on EU interventions in Malawi, and input the preparation of the Annual Joint Annual Review report.

Technical Assistance to the Authorising Officer (45M €)• Provided support to and trained the NAO office in the establishment of an efficient M&E system for EU funded programmes under 9th EDF NIP, including detailed technical and financial monitoring of 9th EDF, programmes/projects and their associated FAs, MoUs, PEs and contracts. • Monitored EU/ EDF and budgetary processes, including data collection, processing and statistical analysis. • Advised and assisted in the formulation of new projects including preparation of budgets, FAs, PEs (including extensive use/application of LogFrame), terms of reference (ToR) and tender dossiers and assisted with programming of EU supported interventions under EDF 9th. • Supported the preparation of consolidated progress reports on EU interventions in Liberia (MEAR, and JAR).

Enhancing the impact on rural poverty through strengthening the outcome orientation of M&E and the Mid-Term Review in the Rwanda Rural Sector Support Project (RSSP)(12M USD)• Reinforced the M&E system (incl. training) and provided recommendations for the strengthening of the poverty focus of the WB investment. • Advised on assessment of outcomes/impact and alignment of the project with the PRSP, CAS and poverty diagnoses.• Assessed the intervention logic of the RSSP and identified key objectively verifiable indicators (OVIs) related to poverty outcomes. • Assessed factors such as institutional development and local capacity to ensure sustainability of benefits and the project’s contribution to reduction of poverty; presented findings in a national workshop.

Monitoring and Evaluation Technical Assistant Adviser to the NAO Office (Budget 9th EDF 52M €; 8th EDF 61M)• Supported NAO in the establishment of an efficient M&E System for physical and financial monitoring of the EU programmes under 8th EDF NIP. • Supported the design of a national M&E framework, selected key OVIs among the national sectors in line with the MDGs. • Checked adherence of commitments and payments with respect to EU procedures. • Built institutional capacity and capability in the office of NAO to undertake M&E and supervise programme implementation (both EDF and Budget Line), including preparation of guidelines and training materials. • Provided training of project management teams and Gov. officers in planning and M&E activities using the PCM/LogFrame methodology. • Advised and assisted in the identification and formulation of new projects and programmes including preparation of budgets, FAs, MoUs and PEs.

• Provided support for the establishment of an efficient M&E System to measure the impact of project activities on food security. • Built capacity of WFP Country office staff and relevant counterparts in the planning and monitoring of WFP interventions.• Carried out baseline study.
