Alex has been with the Civil Service since 2010, in various policy and planning roles, and in that time, he has developed into an assured manager with in-depth knowledge of the public sector processes (e.g. policies, procurement, approval of requirements, etc.), particularly for large-scale infrastructure projects. He is personable, and a galvanising and positive energy to the people around him and is driven by the continuous improvement of the teams that he is part of. He is currently with the Land Transport Authority of Singapore as a Senior Manager in the Policy (Rail Development) Division. He leads a team of 6 officers that is responsible for developing and implementing the commercial and governance frameworks for all new rail lines, including cross border rail projects such as the KL-SG High Speed Rail (HSR) project and the new Jurong Region Line. These frameworks help align the interest of the various entities involved in the project towards a mutual objective, and define the risk and responsibilities of each entity, as well as the payment arrangements, incentive and disincentive mechanism and key performance indicators among the entities.
