I lead Clean Tomorrow's climate policy research and analysis.

I coordinate and enhance CATF’s research, advocacy, and coalition building to ensure America’s clean energy infrastructure is built at the pace and scale required to meet mid-century climate goals in a fair and equitable manner.

At Energy Futures Initiative I conduct strategic planning, project management and analysis focused on technology pathways, policy and regulatory frameworks, energy security, economic sustainability of energy systems and economies, domestically and internationally.

• Advised Assistant Secretary of the Office of Electricity on matters related to Puerto Rico• Participated in federal inter-agency deliberations with FEMA, HUD, OMB, NSC, and Treasury on Puerto Rico’s power sector recovery, institutional reforms, and debt restructuring• Coordinated federal strategy for supporting Puerto Rico’s power sector recovery, including identifying priority investments, their reliability and financial implications, and interpretation of new Stafford Act authorities

• Represented DOE at the FEMA Joint Field Office in San Juan liaising with Federal, State, and non-governmental personnel to support Federal energy infrastructure recovery efforts in Puerto Rico• Organized and led the content development for the Energy Sector Summit in support of Puerto Rico’s energy system recovery following Hurricane Maria. The panels included more than 40 industry professionals from US and Puerto Rico organizations, and the summit drew a total attendance of nearly 400• Coordinated DOE’s on-the-ground national laboratory technical assistance and provided advice to FEMA• Major contributor to the Energy Resilience Solutions for the Puerto Rico Grid report

• Developed federal policy options to reform power markets, improve electricity industry governance, expand energy access on tribal lands, and increase energy sector resilience in the Office of Policy• Advised department leadership on electric power industry economic, environmental, regulatory and governance issues of national importance• Shaped strategic priorities, analysis program, and budgets for the Electricity Group of the Office of Policy• Coordinated, led, and participated in interagency and intergovernmental meetings to share analysis, develop policy options, facilitate concurrence, and establish long-term intergovernmental office relationships• Major contributor to the Staff Report to the Secretary on Electricity Markets and Reliability

• Advised the Palestinian Energy and Natural Resources Authority (PENRA), the Palestinian Electricity Regulatory Council (PERC), and the newly established Palestinian Electricity Transmission Company (PETL) on their respective obligations for creating and maintaining a domestic electricity industry in Palestine • Coordinated with representatives of the U.S., Palestinian, and Israeli governments—as well as local non-governmental organizations and private companies—to create a financial model to support PERC and PETL decision making regarding wholesale supply tariffs, capital expansion planning, and financing needs• Presented results of financial modeling analysis to Palestinian Energy Minister, Senior Advisors to Palestinian Finance Minister, U.S. Consulate General, USAID’s Palestine Director, and international donor institutions• Supported the mission of the U.S. Consulate General in strengthening institutions and promoting peace in Palestine and Israel

• Independently developed policy recommendations for natural gas pricing and electric power market design in Peru through consultation with Peruvian policy makers, energy regulators, and power system operators in Lima, Peru• Built an integrated optimization model for electricity generator dispatch and natural gas supply reflecting the electric power market design, system costs, and engineering aspects of the Peruvian energy system• Organized and managed the 2013 MIT Energy Initiative Symposium workshop to inform researchers, policy makers, and industry leaders on emerging electricity and natural gas interdependency issues• Formulated policy and market recommendations in co-authored summary report published by MIT

• Led two research projects at the intersection of engineering, science and public policy• Investigated the energy and emissions balances of a novel waste-to-energy solid fuel, while considering the regulatory barriers that prevent its widespread adoption across the United States• Published the results in multiple venues and presented findings to congressional staffers in an event at the United States Capitol• Investigated the physical and financial viability of co-locating data centers with wind farms in Texas. Project included developing a techno-economic model using ERCOT data

• Contributed to development of a public intelligence platform on public utility commissions across the nation. • Identified types and sources of data regarding state electricity systems, renewable policies, PUC jurisdictions, etc. that would be useful and relevant to their customers' needs.
