As the Director of SEStran, the statutory regional transport partnership (RTP) for South East Scotland, Alex is the chief executive officer of the authority. SEStran covers an area with a 1.5 million population and is the strategic regional transport planning authority for the area responsible for the development of the regional transport strategy and the promotion of its implementation. He is responsible for all the functions of the authority from day to day management through to influencing external service providers like bus and rail companies. He also has a role in liaising with the other six regional transport partnerships and providing advice to the joint chairs of the RTPs. On the policy front he provides input to Scottish and UK Governments in response to transport related consultations and also to bodies like Network Rail and ORR., National, Regional and Local planning authorities. He has extensive experience of European funding having directed SEStran involvement in a range of ERDF and Interreg projects. These have included Real Time Passenger Information on public transport, logistics and port related initiatives. He reports directly to the Partnership Board comprising elected and appointed members.

Integrated public transport ticketing company for East Central Scotland

Having set up tie, Alex moved to the company as Projects Director. He was responsible for a range of projects for tie. These included Congestion Charging for the city of Edinburgh, Tram Lines 1,2 and 3 development in Edinburgh, Edinburgh Fastlink and Ingliston Park and Ride, Road Pricing on the Forth Road Bridge for FETA, cross Forth Ferries for Fife Council and an environmental scheme for Stirling Council. He was a member of the company executive board and reported directly to the Chief Executive and the Board of the company. He was also responsible for much of the day to day management of the company.

Sept 2000 – April 2002. Project Director, New Transport Initiative. The project was the delivery of a £1.5bn programme of investment in transport over a 10 to 15 year period with funding from Government, private funding and road user charging. Head of a team managing the work of a range of consultants and academic institutions working on the project. Examples of consultancies include the development of an integrated land use and transportation model, a local economic impact model, design and specification of the technology for road user charging, associated traffic management, and a major programme of public participation.1996 - 2000Head of Local Area Services and Special Projects, a member of the City Development Management Team which was responsible for provision of Planning, Economic Development and Transportation services for the City. Delivery of a range of Special Projects for which City Development was the lead department. A “Special Project” was defined as multi million pound, multi agency funding, multi disciplinary and high profile. Projects for which was Project Director for the City Council were as follows.Waterfront Edinburgh which included the decontamination and redevelopment of 100 hectares of derelict industrial land for housing, business, retail and leisure, Granton access road, £4.5m., redevelopment of Muirhouse Shopping Centre, £2.5m, and the Cumulative Transport Impact analysis and Public Transport Strategy for the whole Waterfront area.Development of a major programme of urban streetscape in the city centre, a Development Strategy for Waverley Valley, City Centre Traffic Management and establishing the new City Centre Management company.Delivery of Planning, Economic Development and local Transportation services throughout the City, revenue budget, £8m capital budget, £10.5m.

Depute Director of Transportation responsible for consultancy services with 370 staff. Provision of all Engineering, Management and Technical Services for a capital programme of £22m/year and a revenue programme of £60m/year and Agent duties for The Scottish Office for Motorways and Trunk Roads at £5m/year. Services included design, contract preparation and supervision of management and maintenance of the road network. Areas of specialism included Road Safety, Structures, Lighting, Laboratory, Transportation Planning, Urban Traffic Control, Parking Management, and Project Management and Control.

Associate Director, responsible for all professional, technical and commercial matters for the Scottish Transportation Branch. Project Manager and Project Director for the company on M8/M74 Fastlink, Setting Forth, and roads input to major planning applications affecting Scottish Trunk Roads including expert witness at Public Inquiries

Assistant Director of Roads and Transportation covering Traffic Engineering and Forward Planning, Development Control and Public Transport with a staff of 37. Services included TPP, Capital Programme management (£5.1m/year), Structure/Local Plan input, Roads Development Control, Public Inquiries, 240 Local Bus Service Contracts, travel concessions and other initiatives totalling £3.8m/year.
