Alex was educated at Glasgow University, gaining the degrees of BSc and MSc in Civil Engineering, he is a graduate of Insead Executive Development Programme and is currently Director of SEStran, the new transport authority covering a 1.5m population in South East Scotland. With extensive experience in transport engineering, project management and direction, financial management and control both in Local Authority and Private Sector environments, Alex Macaulay also offers extensive experience as an expert witness in a range of public enquiries and has a wide knowledge of statutory Planning and Transport processes. He has held posts of Assistant Director of Roads & Transportation at Central Regional Council, Depute Director of Transportation at Lothian Regional Council, Head of Service at City of Edinburgh Council, as well as Director of tie Ltd and Associate Director of Oscar Faber TPA. Alex has established two Local Authority companies in addition to establishing tie Ltd and SEStran. He is past Chairman of the Institution of Civil Engineers at the Millennium and the Institution of Highways and Transportation and has been co-author of a number of technical publications. Alex is a past member of the Industrial and Professional Advisory Board for the School of the Built Environment and currentlyof the Advisory Board of the Transport Research Institute, both at Napier University and he is founder Director of Bus Rapid Transport UK Ltd. which is set up to disseminate knowledge and promote BRT, and a Director on One Ticket Ltd. which provides integrated public transport tickets for east central Scotland. In his spare time, he is a pretty average golfer.

He has extensive experience of European funding having directed SEStran involvement in a range of ERDF and Interreg projects. These have included Real Time Passenger Information on public transport, logistics and port related initiatives. He reports directly to the Partnership Board comprising elected and appointed members.
