Supervisor for 21 engineers across three cross-cutting departments; Information Assurance, Solution Architecture, and Systems Engineering with indirect supervision of 50+ additional engineers. Led data integration re-design efforts to modernize the data normalization and ETL process, leading to licensing 60% cost savings and performance benefits to the Agencies. Deep-dived vulnerability and patch management practices at Agencies after SolarWinds, Log4J, BOD 22-01, and other emergency directives. Led CDM solution architecture, design, development, and implementation of cyber solutions at the Office of Personnel Management (OPM), Office of Management and Budget (OMB) MAX, Department of Transportation (DOT), and the Federal Aviation Administration (FAA).Developed solution and proof of concept for “Ongoing” Assessment and Authorization (A&A), an automated method of evaluating 800-53 security controls. Founding member of Booz Allen’s CDM Tech Scouting initiative, which engaged with vendors to research possible solutions for future CDM capabilities and conduct proofs of concept for newer technologies. Developed Booz Allen’s CDM Managed Security Services Provider (MSSP) model for CDM DEFEND F $276M RFP. Served as lead architect and managed integration teams for OPM’s Asset Management modernization, successfully deploying new BigFix, Forescout, Gigamon, and Tenable infrastructure across OPM’s entire enterprise while managing the risks of a parallel data center consolidation and virtualization effort.

Contracted service to the Department of the Army, under the Deputy Chief of Staff, G-8, and the Office of Program Analysis and Evaluation (PA&E). Served as the Information System Security Officer (ISSO) of the Planning, Programming & Budgeting Business Operating System (PPB BOS) aka "eProbe", hosted across three environments: the OSD/JSP on-prem environment, the Army AWS Cloud, and the classified SIPR network. Led the Risk Management Framework (RMF), Assessment and Authorization (A&A), and FedRAMP efforts for the migration from an on-premise deployment to the AWS Cloud, successfully achieving the system’s first AWS-hosted Authorization to Operate (ATO). Lead for ACAS Tenable and HBSS McAfee ePO scan administration and remediation, rolling out both tools for the AWS Cloud server deployments and integrating with DISA’s continuous monitoring Splunk dashboards.

Contracted service to the DHS CDM program under CDM Task Order 2C. Technical Lead of a eight-person Department of Justice (DOJ) CDM deployment team. A utilized liaison between DHS, NGC, and DOJ working with engineers and executives at 20 DOJ bureaus. Demonstrated ability to pivot in regards to changing requirements and political complications at the DOJ. Developed unique reporting methodologies and proved an aptitude for managing the unknown. Oversaw the technical deployment of CDM tools at DOJ, including BigFix and Tenable. Provided testing expertise in regards to RES Whitelisting software, and RMF expertise to achieve a Archer Dashboard ATO.

Contracted service to DHS – Federal Network Resilience (FNR) and DOJ – Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), specializing in CDM and the RMF. Led RMF activities for the two largest umbrella General Support Systems (GSS), having fully re-assessed all NIST 800-53 rev4 assessments and achieving new 3-year ATOs. Led RMF activities for a dozen major application systems, achieving regular ATOs and sustaining annual assessment timelines for all systems. Led remediation activities for a critical air gapped FISMA system, shared with the Government of Canada, that relied upon highly vulnerable legacy operating systems used for analog munitions scan technology. Led enterprise-wide security activities for the Windows 10 rollout, including STIG compliance, executive authorization, and continuous monitoring. Analyzed production agency-wide CDM data to create theoretical automation and scoring methodologies for the CDM process, including both automated CPE Normalization and a Federal/Agency CDM Dashboard. Developed and published enterprise-wide policy, including an Agency-first Bluetooth protocol policy. Managed project Agile/Scrum activities for CDM Dashboard proof of concepts.

Contracted service to various local law enforcement/government entities as a technical analyst in the field of natural hazard and terrorism risk management. Designed and developed a SQL Database and front-end for the tracking and geo-spatial monitoring of hazard and flood data, including information from FEMA’s National Flood Insurance Program.
