Review contractor’s quality control program, method statements, asphalt and concrete mix designs, and materials acceptance laboratory and verification test reports; conduct inspection of material and borrow sources, assessment of concrete and asphalt laboratory and plants; carry out inspection of rebar installation and concrete pouring activities on various structures; inspection of subgrade, subbase, and base course materials during laying, spreading and compaction; inspection prior to and during laying of asphalt pavement layers; inspection of rebar installation and tendon profile, concrete pouring, stressing and grouting of tendons for prestressed concrete pile and post-tensioned girders at fabrication plant; monitor and witness pile driving works and review/assess pile driving records; witness various field and laboratory acceptance testing such as field density, concrete cylinder compressive strength test, tensile and bend test for steel, and various laboratory tests for asphalt and asphalt mixture; monitor rectification of defective works for non-conformance report closure.

Supports all day-to-day schools and other infrastructure construction projects situated at Typhoon Yolanda-ravaged island-barangays of Concepcion, Iloilo; supervise and monitor the implementation of contracts with contractors ensuring material and work standards are adhered to; prepare periodic work-plans and reports in accordance with acceptable standards and within agreed timelines; follows and interpret designs and take decisive action when problems arises; prepare and implements quality standards for materials acceptance; supports construction works on water supply projects located at various island-barangays; checks, review and recommend payment for progress billing submitted by contractors; supports capacity building of staff and contractors on technical design and best technical practice; advise and trains beneficiaries on use, repair and maintenance of project facilities

Responsible for the overall planning, implementation and monitoring of geotechnical investigation works; attend coordination meeting with client and report minutes of the meeting to the management; prepares and submit daily and weekly accomplishment reports to the management; implements quality assurance/quality control and safety programs of the management at jobsite; act as administrative officer in the field as authorized by the management

Prepare General Service's work programs, plans, and costing including implementation of safety measures to ensure property and personnel; prepare/submits specifications necessary to accomplish projects of the Maintenance Section inclusive of material requirements/specifications; supervise and monitor all aspects pertaining to maintenance works and schedule periodic maintenance inspection; supervise security and janitorial personnel; check billing statements and other pertinent documents with regard to the security, janitorial , electricity and water; supervise conveyance of HRET employees and/or goods to designated places; supervise filing/maintaining of records of the Maintenance Section; supervise loading and unloading of supplies or materials; assists in the special proceedings and activities of the Tribunal

Plan, organize, direct control and evaluates activities and operations of Construction & Maintenance Unit of Bunia Field Engineering Office; confer, consult, negotiate and present counter proposals with requesting sections/clients and conduct assessment to ascertain project requirements; develop construction specifications and procedures for project implementation; plan and prepare construction schedules and milestones and monitor progress against established schedules; develop and implement policies, standards and procedures for the engineering and technical work performed by the Unit; assign, delegate, coordinate and review the technical work of the Unit; prepare quantitative engineering assessment and report on damaged and/or destructed structures or properties due to hostile action in the mission area; participate and represent ES in the conduct of reconnaissance survey on proposed sub-offices, team sites, military camps, roads, bridges and airfields; prepare and submit construction project budgetary estimates; prepare unit’s weekly progress reports and assists in the preparation of overall ES logistical report ; plan, monitor and supervise Water and Sanitation projects for civilian and military use, and monitor and operates routine activities in the Water Processing plant whenever deemed necessary or as requested by WASH supervisor and/or authorized by Field Engineering officer; recruit personnel and oversee development and maintenance of staff competence in required areas

Responsible for the formulation of geotechnical engineering program of activities and the conduct of detailed soils and materials investigation for horizontal and vertical structures; prepare, maintain and implement consultants’ quality assurance/quality control program for use during construction supervision of roads, airports, bridges and vertical structures; direct and supervise consultants’ periodic on-site sampling and testing of construction materials and completed element of work, on various on-going projects, to ensure specifications compliance for acceptance purposes; ensure all field and laboratory quality control testing activities for soils, aggregates, concrete and asphalts are carried out efficiently, in a timely manner and in accordance with the existing specifications; check, review and evaluate concrete and bituminous mixture designed and proposed by the contractor; assist Resident Engineer in the preparation of reports; prepare geotechnical evaluation report for use in the detailed engineering design of bridges, roads, airports and vertical structures

Management and direct supervision of routine and sophisticated test for soil and rock for geotechnical analyses; management and direct supervision of quality assurance/quality control test and inspection for horizontal and vertical construction; periodic involvement in the conduct of pile load testing employing static and dynamic loading on various on-call field testing projects; direct and supervise the performance of some in-situ geotechnical engineering instruments such as Menard Pressuremeter and the like; preparation of technical/financial proposal with regards to quality assurance/quality control test and inspection services offered to prospective client involved in construction works; check, review and evaluate test results for their intended use.

Direct supervision of field data collection and soil sampling for proposed bridge sites by the use of soil boring equipment employing wash boring and diamond core drilling technique; direct supervision of test pitting with auger boring sampling of in-situ soil along the proposed road alignment, and quantitative and qualitative evaluation of possible aggregate and borrow sources for use as road construction materials; direct supervision of deflection test of existing asphalt pavement by the Benkelman beam method; direct supervision of field determination of subgrade strength of existing road by the in-situ CBR and Dynamic Dutch cone penetration method; direct supervision of field determination of modulus of subgrade reaction by the plate bearing test method for use in the design of pavement thickness of airport pavement; direct supervision of quality control testing of soils, aggregates, concrete and asphalts; perform design mix of concrete and asphalt; conduct on-site quality control inspection during placement of reinforcing steel bars and pouring of concrete; prepare and finalize quality control test reports

Direct supervision of soil subsurface investigation employing conventional and wire-line method of diamond core and percussion drilling; perform visual classification of soils, rocks and other intermediate geo-materials retrieved from boreholes, test pits, auger holes and quarries; conduct in-place determination of shearing strength of soils by the Vane shear apparatus and pocket penetrometer method; direct the application of geophysical method of exploration employing seismic refraction survey, and electrical resistivity for both soil exploration and water resources purposes.
