Alexander is Founder & CEO at GovInsight (www.govinsight.eu) and was a Senior Expert & Manager at EIPA Barcelona, a branch of the European Institute of Public Administration until 2020.His expertise, leads and above passion are lying in the field of local/city government and management, public sector innovation/reform and digital transformation, European strategic, project, network and funding management. Over the past 20+ years, he had managed and delivered numerous large-scale multi-disciplinary and cross-national assignments –as a trainer/speaker, consultant and academic/author- for public sector organizations from across all EU countries and beyond (Balkans, TR, CN, BV, AZ, AM, MD, IL, GE, MA, UAE, NO, CH, CA, US), as well as for several European institutions (i.e. EC, EP, CoR, JRC) and other international organizations, e.g. UN Public Service Forums; UNDP Local Administration Reform; U-Lead with Europe program by GIZ; Metropolis City Manager Community Coordinator, Member of jury of Austrian Public Sector Awards; Member of Steering Committee of the CoE´s Best Practices on Regeneration of the European coastal towns;He was co-founder and chair of the European City Economic & Financial Governance Group (2014-2020) which brought together the CEOs/CFOs of eight major European cities (Amsterdam, Barcelona, Bordeaux, Hamburg, London, Milan, Trondheim, Vilnius). He is co-founder & chair of the European Cities of Sustainable Public Finances (www.cspf.eu) by KDZ, since 2020. In 2018, he successfully co-led the EC comparative analysis on European Public Administration Country Knowledge – The EUPACK study. In 2013, he led the ‘city excellence cloud’ with seven medium-sized cities and co-authored the result of this work in a publication, translated in several languages.From 2008-2014, he managed and accelerated the European Public Sector Award (EPSA), the “Oscar” for the PAs excellency in Europe (with over 1300 BPCs). In addition, he was Deputy Head of the eEurope Awards for Innovation in eGovernment, EC;In all these assignments, Alexander’s role as manager includes overseeing strategy and contract delivery, quality control, mobilising political & financial support, dissemination; management of multi-national and –disciplinary teams (up to 30 experts); financial monitoring & performance assessment, client relationship/orientation; The budget values: 500K-1.3 Mio EUR. He is (co-)author and editor of twelve books and has many other papers published under his name. In 2012, he was recognized with the Dubai Public Excellence Award for his merits.
