Formulating plans and programs to promote energy efficiency and conservation in institutional facilities. Coordinated and established schedules for the receipt, review and ranking of applications, award of contracts and subsequent monitoring. Supervised review of reports, requests for reimbursement and approval of contract payments and reimbursements. Conducted energy auditor, technical assistance analyst, and grantee workshops. Monitored state and federal legislation, prepared analyses of proposed programs and legislation and provide recommendations for policy options and positions. Evaluated technical validity of engineering design proposals submitted by institutions for funding of energy improvement retrofit projects.

Duties included engineering analysis of rate proposals and cost of service evaluation for investor-owned, municipal and rural cooperative electric utilities. Duties also included feasibility evaluation of utility proposals, coordination of rate and cost of service issues related to utility system design and operation; calculation of rate structure and rate level comparisons; preparation of written recommendations, interrogatories, deposition/cross-examination questions and technical reports; participation in Agenda Conferences, hearings, rate cases and other format proceedings arising from tariff and cost analysis issues. Respond to data and informational requests from utilities, customers, and other governmental agencies.

Inspected new construction of electrical utilities (investor-owned, municipalities and cooperatives) in the northern district of the State of Florida for compliance with the National Electric Safety Code. Submitted written reports to Bureau of Electric Safety and Electric Utility of the official results of inspection (including variances related to cable television, and telephone). Investigated and provided written reports of consumer complaints, territorial disputes, and electrical accidents on transmission and distribution facilities involving the public. Provided staffing support for the State's Emergency Operation Center during disasters.

Developed acceptance test procedures for the Bus Subsystem Interface Unit, the Control Display Unit, and a Ring Laser Gyro Inertial navigation Unit. Conducted pre-flight laboratory test. Performed the Electromagnetic Compatibility testing on the A-7 aircraft. Engineering Technical Coordinator for the multi functional display systems, cowl switch logic box, and the video amplifier system on the A-7 aircraft. Performed systems integration of the video management system for several aircraft upgrades. Evaluated new avionic equipment and vendor proposals for the A-7 aircraft. Performed detail data reduction of Flight Test data. Member of an avionics team which reviewed subcontractor performance and acted as a liaison between the subcontractor and the customer (Navy, Air Force, National Guard) during design, development and test coordination for the Air force YA-7F prototype program.
