Execute, maintain, and optimize Lilly’s clinical trial budgeting processCompletes budget development, coordination, and communication at a trial and/or country level.Accountable for processing incoming budget requests, reviewing protocols, identifying procedure codes, reviewing company and industry cost data, preparing budgets, networking/validating key assumptions, evaluating risk, and facilitating alignment.Responsible for leveraging third party databases and historical data to document key assumptions and determine fair market value.Responsible for facilitating business process and fair market value consistency across therapeutic areas, studies, and countries. Accountable for ensuring that all budget related information is entered into the appropriate databases for analysis and reporting purposes.Responsible for analyzing clinical trial progress and costs, benchmarking information from external and historical data sources, identifying potential improvement opportunities, overseeing study close-out activities, and using metrics to drive increased accountability.Responsible for educating internal study teams and Third Party Organizations (TPOs) about clinical trial budget process expectations.Accountable for the identification of business process gaps, investigating potential opportunities, and the development of solutions to address gaps. Responsible for the identification, sharing, and documentation of best practices across therapeutic areas, geographic regions, and TPOs.Accountable for developing study negotiating strategies, communicating Lilly’s position on various financial issues, controlling study expenditures, collecting feedback, and facilitating communication with the appropriate study team, third party organization, or affiliate/regional/global personnel. Partner with Trial Capabilities and Site Engagement teams to assess trial-level budgets and compare actuals against forecasted budgets to inform future planning efforts.

Review and approve adverse event(s) and unscheduled visit(s) invoices for alignment with Lilly fair market value standards.Liase with the appropriate study team and Lilly departments to ensure any additional payment needs are met. For example locally sourced medication or ancillary supplies. Foster communication with CRPs and Study Teams to support sites during the negotiation process and when trouble shooting budget related matters.Support Trial Capabilities global operations related to all budget/negotiation activities. Including but not limited to fair market value review, negotiation strategy, trial resourcing issues. Serve as an escalation point for difficult negotiations with sites and/or for the exception process when sites require a change to their site budget.Negotiate, review, and maintain site level budgets ensuring FRAP compliance Serve as the point of contact for all Fair Market Value request for patient treatment cost (internally known as investigator grants.) Including but not limited to IIR, Exists, Collaborative Research and Lilly sponsored trials Approve maximum award levels for IIR, Exists and Collaborative Research projects.Developed and maintain the current budget application template/process for IIR, Exist and Collaborative Research projects. Assist study team(s) and cross functional groups in mitigating site sourcing issues for legacy trials or design hub trials post budget release. Provide estimated expenses to help study teams create a master plan for what countries should participate in the trial. Drafting global budgets to allow study teams to seek new ATS or to plan appropriately for a reduction in effort and funding. Provide mentoring and guidance to incoming Trial Capabilities team members for contracted negotiations.

• Implement and operate the Center’s internal financial accounting systems, internal and external financial reporting, for day-to-day management of the Center’s operating budget• Apply CBMI, Regenstrief Institute and Indiana University fiscal policies and procedures• Prepare monthly and yearly analyses and projections of revenue and expenses• Monitor Center projects against budgets, and determine variances• Develop annualized staffing and resource projections for the Center in collaboration with faculty, and program and project staff • Meet with Center director and Regenstrief Administration finance personnel regularly to review account status• Coordinate all aspects of the Center’s purchasing of equipment, services and supplies and maintain compliance with funding rules• Manage and supervise Center’s purchasing processes and staff• Use purchasing and contracting support services within the Regenstrief Institute and Indiana University• Oversee the financial aspects of the proposal submission process• Post Award: Maintain a profit & loss workbook, respond to agency requests, prepare and submit progress reports, process budgets, and grant closeout• Assist in implementing contract and accounting processes for multi-institutional projects• Assists with Center Investigators and/or program personnel to produce reports specific to needs of granting agencies.• Liaises between clients, program personnel, and funding agencies on pre and post award issues.• Provides supporting materials to Center administration to make strategic, tactical and operational decisions regarding Center finance• Interfaces with administration in pre and post award stage of grant to ensure compliance for all university/federal/Institute regulations.• Liaises between clients, program personnel, and funding agencies on pre and post award issues.• Advises program personnel in timely manner of progress and problems pertaining to grant proposals and awards.
