Dr. Alexander G. Flor is Professor Emeritus and University Scientist, UPOU Faculty of Information and Communication Studies (FICS). Formerly Vice Chancellor for Research and Development, he served as Dean of FICS serving four terms (2004 to 2010, 2016 to 2022). He chaired the Technical Committee for Alternative Learning Systems of the Commission on Higher Education and held the inaugural University of the Philippines Centennial Professorial Chair during the University's 100th year. He served as professor (Strategic Communication) at the University of the Philippines Los Baños College of Development Communication and visiting professor of development communication at Kasetsart University. Dr. Flor completed his PhD in development communication, international relations and policy studies at the University of the Philippines. He was a Fulbright-PAEF post-doctoral fellow at the East West Center Institute of Communication and Culture (Honolulu, 1989) under Sumiye Konoshima and Meheroo Jussawalla, later on working with Godwin Chu as EWC research fellow (1990-92).Dr Flor has authored the following books: eDevelopment and Knowledge Management (SEAMEO-SEARCA, 2001); Digital Tools for Process Documentation (SEAMEO-SEARCA, 2002); Ethnovideography (SEAMEO-SEARCA, 2003); Introduction to Development Communication (UP Open University, 2003); Environmental Communication (UP Open University, 2004); Development Communication Praxis (UP Open University, 2007); and Developing Societies in the Information Age (UP Open University, 2009). He has served as technical adviser to international development assistance undertakings in 18 countries.
