Lead efforts to investigate, obtain and implement cost-effective subsidized financing for San Francisco Public Utilities Commission (SFPUC) capital improvement projects. Under the direction of the Grants & Loans Steering Committee, develop and implement program strategy that aligns with the organization’s goals and objectives. While supervising direct reports and leveraging expertise and skills of staff throughout the agency, foster successful partnerships with state and federal agencies to capture and administer over $2 billion in low interest loans and grants for water and wastewater capital projects with an estimated savings of over $1 billion. Coordinate efforts and collaborate with Infrastructure, Finance, Accounting and External Affairs to develop applications, integrate funding program requirements into the agency’s existing processes and utility standard procedures, ensure ongoing compliance with grant and loan agreements, and support audits. Partner with finance team and legal counsel to oversee successful negotiations that optimize financing terms and streamline loan execution. Track, evaluate and coordinate strategic response to policy initiatives with the potential to impact sources of subsidized financing. Identify and engage in the development of new sources of low cost financing to support the agency's commitment to ratepayer affordability.

Managed administration and day-to-day operations of a joint powers authority (JPA) comprised of sixty-four Bay Area wastewater treatment and collection system utilities. Adeptly facilitated the transition of three new Executive Directors while taking on increasingly more responsibility to address the changing needs of the JPA. Managed the development and update of the organization's succession plan and standard operating procedures. Working with the Executive Director, Finance Committee, special program managers and committee chairs, supported the development and tracking of annual budgets and work plans. Directly coordinated over 25 consultants, numerous vendors, 8 committee chairs, and special project managers to draft, execute and update contracts, and develop materials for Board review and approval. Collaborated with accounting staff to reconcile, manage and improve processes for maintaining financial records and reporting. Managed communications, including the development and maintenance of the organization's website and e-newsletter, creation of the annual report, and direct coordination with IT support to maintain and improve communication capabilities. Administrative liaison for special programs including the Prop 50/84 grant program and the Bay Area Water and Wastewater Consortium Water Operator Training Program. Responsible for coordinating all aspects of regular Board and committee meetings and special workshops and technical seminars including: production and distribution of meeting materials; event management; creating, launching, and analyzing post-event surveys; and following up with member agency leads to ensure completion of action items.

Instrumental in transforming an underperforming school into a model of educational reform which was featured in Newsweek articles and Stanford Center for Opportunity Policy in Education training materials. Developed and delivered differentiated science curriculum, designed to meet the needs of a heterogeneous class. Participated in an outreach program to foster community support of school conversion and redesign, resulting in increased student enrollment. Served as a master teacher for student teachers from Stanford University and Notre Dame de Namur.
