After many years spent at UNESCO I am now an independent consultant working with private and public sector clients on ICT for education, and educational sector planning and management. My on-going commitments include: member of the management group of NORRAG, a focus and a forum for the analysis of aid and international policy development in education and training; Associate Editor of the International Journal of Educational Development; Vice-President of the Association for the Promotion of Education, a small non-profit development group working with donors to education, principally in Africa; member of the Council of Consultant Fellows of the International Institute for Educational Planning; member of the group of Critical Friends of Education International.My recent work includes studies for clients on donor and international organizations' policies relating to universal education, teachers, education portals, and public-private partnerships. I have published analytical work on donor policies, public-private partnerships in education and on ICT policies and web portals for teachers in developing countries. For UNESCO and the World Economic Forum I carried out a review on multistakeholder partnerships for education: analytical overview of literature, programmes, oversight, with recommendations, published by UNESCO/IIEP – WEF as New Partnerships for Education, 2008. I was a lead consultant in developing an ICT and education strategy for UNESCO in 2009 and managed the M & E of a USAID-funded ICT for education initiative in Rwanda in 2010.Specialties: Education policies and strategies in developing countries, notably the use of ICT for development.
