Responsible for:- developing guidelines and policies to achieve clear, transparent procurement process of all entities of the company- developing evaluation criteria sets for procurement of different types of commodities - drafting procurement documentation according 223 Federal law - consulting regional branches and organisational entities on the procurement issues - best practices collection, evaluation and implementation- representing procurement function in external communication (taking part in conferences, drafting official letters to government authorities, communication with Ministry of Telecom and Mass Communications)6 direct subordinates Achievements:Documents created and procedures implemented:- methodology of initial price calculation- procurement procedures policies (central level and for branches)- technical requirements for the procurement processes automation system- procurement documentation templates for all types of procurement procedures- more than 100 templates of standard agreements in cooperation with legal departmentMore than 600 procurement procedures with the total cost amount of more than 30 bln rub carried out under direct supervision annually.

Responsible for procurement activities in the following areas:- IT and Billing: different kinds of information systems (e.g. special telecom IT systems, budgeting system, document flow system), hardware (PCs, laptops, servers, printers, network equipment), IT support services, software licenses- Administration (Real estate rental agreements, renovation works, furniture, car leasing, car buying, mobile, internet, maintanance and cleaning services etc)- HR (recruitment, executive search, training services)Main responsibilities:- sourcing incl RFQ processes (technical requirements and contract drafting, evaluation of proposals, negotiations, drafting reports for steering committee, contract signing process support)- contract management (foreign and domestic suppliers)- represent Russian procurement team in a group level managed tenders - spend analysis and cost reduction initiatives- control of procurement activities of regional branches regarding Admin and IT procurement- developing of training programs for procurement functions in regional branches- developing and implementation of procurement methodology and tools in order to achieve better results in procurement activities - supervising new procurement employees and traineesAchievments:- opening the accounting shared services office in Voronezh in 6 months (procurement of all kinds of goods, works and services e.g. office, furniture, IT equipment, IT systems)- procurement support of relocation of the main Tele2 office (real estate consultants services, negotiating contract with landlord, renovation, furniture supply and relocation)- average percent of economy in tenders is 9%- no major issues with the defined suppliers at the contract execution stage for almost 5 years
