I am also the founding Executive Director of the 3CL Foundation, advocating for the responsible use of digital technologies in education and beyond.In my consultancy practice, I collaborate with governments, corporations, and international bodies, including the European Commission, leading transformative digital initiatives. I serve on the strategic committee of DC4EU under the Digital Europe programme, helping to steer groundbreaking projects across Europe’s digital landscape.My professional journey began in multinational, corporate environments within ICT and telecoms, transitioning into consultancy and strategic leadership across public sector reform, fintech, tourism, and culture. Key roles include founding Chairman of Heritage Malta, drafting the blueprint for digital education accreditation, and leading a nation-state project on Blockchain credentials. My clients have included the EC, the ILO, Ericsson and the Mastercard Foundation.I currently sit on the boards of the Centre for Distributed Ledger Technologies and the Centre for Liberal Arts & Sciences at the University of Malta. I was involved in the process up to signing of heads of agreementsConducted operations review of national heritage sector, and drove a change programme leading to the rehabilitation of 12 museums and three world heritage sites; devised framework to migrate operations out of Government and into an arms-length agency, leading the eventual establishment of Heritage Malta.Conducted an analysis of Go’s immovable and intellectual property prior to the company’s privatisation, leading to a positive revaluation on the balance sheet of €2.5 million.

I spent 60% of my time working in continental Europe alongside country managers and key clients to deliver operational improvements and support business developmentDeveloped a Spares Tracking System, leading a team of MIS specialists in the UK and European Logistics in the Netherlands. The system was successfully deployed in the European Distribution Centre in Hoofddorp.Turned around a major loss-making €30m contract with Telecom Italia. Shuttled between Milan and Rome for a year to manage 30 technical and administrative staff and interface with the client and sub-contractors. Eventually sold contract to Olivetti, and retained by Olivetti in Rome for a further period of three months as advisor to ensure smooth handover.
