Chief Health Services Officer | Executive Board MemberAdministração Central Do Sistema De Saúde Dec 2011 - Sep 2014Lisboa, PtIn December 2011, I was promoted to Chief Health Services Officer and Executive Board Member at ACSS, a position I held until the conclusion of the Portuguese Economic Adjustment Program in Portugal (IMF, ECB, EC). During this period, I managed access to healthcare, contracting and financing healthcare services (including public-private partnerships), health benefits, and international agreements within the NHS. A key responsibility was implementing measures from the EAP, including developing a hospital benchmarking system.In 2013, I led the introduction of benchmarking reports for State Enterprise Sector hospitals and Public-Private Partnership hospitals within the SNS. These reports assessed hospitals across critical areas such as access, quality, productivity, and economic-financial performance, aiming to improve service quality and access for users while identifying areas to enhance institutional performance. The Portuguese Government officially appointed me to crucial roles, such as coordinating a Working Group tasked with evaluating and proposing a new governance model for the NHS, coordinating strategic planning for hospital care, and leading efforts to define a new financial transfer methodology from municipalities to the NHS. Additionally, I contributed as a member of several other working groups on primary care models, health tourism, and mental health.On the international stage, I represented the MoH in various high-level initiatives, including the OECD’s Network on Fiscal Sustainability of Health Systems and the European Commission’s Working Group on Ageing Populations and Sustainability. I also participated in the WHO European Region’s Framework for Action on Coordinated/Integrated Health Services Delivery. I engaged with countries like Brazil, Cape Verde, and Morocco on social security agreements and nephrology care cooperation. -

In this capacity, I was responsible for studying and implementing advanced funding models and payment arrangements to enhance healthcare delivery efficiency and quality. My work included defining contracts with public and private providers, overseeing costing systems, healthcare pricing, resource allocation models, and supporting the contracting of health services. Additionally, I ensured the quality of patient classification systems, conducting audits of coding, and managed the follow-up of national contracts with hospitals and primary care providers.As a critical achievement in this role, I led the development of a new contracting model for family health units, which incorporated pay-for-performance and adjusted capitation mechanisms, promoting better outcomes and accountability. Furthermore, I introduced the adjusted capitation and patient flow financing model for integrated care providers and condition-based bundled payments, marking a significant shift towards value-based care within the NHS.The Portuguese Government officially appointed me as the Coordinator of the Primary Healthcare Contracting Development Working Group. I oversaw the implementation of contracting processes with primary healthcare providers and promoted stakeholder participation. -
