Resettlement Officer – SecondmentCroydon Council May 2010 - Mar 2011Croydon, United KingdomThe Diamond Initiative was a pilot project set up to tackle the very high reoffending rate of prolific offenders who serve less than 12 months in prison (and by definition are not subject to statutory supervision on release). It was a multi-agency approach between the Police, Probation and Local Authority. My role involved assessing offenders and setting up an action plan to reduce the risk of reoffending on release. This involved meeting clients several times in custody to engage them in support and plan ahead for release. This way, their resettlement needs could be identified early on and planning for release undertaken at the earliest opportunity. For example, seeking appropriate accommodation for a NFA client would be my immediate focus of work (*hierarchy of needs*), while other resettlement pathways may be considered attainable in the longer term (for example, a voluntary work placement). -

A Referral Order is a court order available to first-time young offenders who plead guilty to an offence whereby the young offender is referred to a panel of two trained community volunteers and a member of the youth offending team. Sometimes, the victim may attend. If they are unable to attend in person, a victim impact statement is usually read out. At the panel, a contract is agreed to ‘make good the harm caused’. This usually involves activities to address the offending behaviour and some form of reparation or ‘pay back’. -
