SHES Team Leader on large EPCM grassroots project for ExxonMobil in Singapore managing several lower tier subcontractors peaking with 2500 manpower for four separate contracts / sub-projects. Recognized as having best leading indicator program as well as lowest lagging indicator statistics among all project EPC's using imported labor base from India, China, etc. First EPC on project to actively track and celebrate leading indicator improvement in lieu of focusing on traditional lagging indicator TRIR statistics. Mobilized early during engineering stage at home office in Tokyo to develop Project SHES policies and procedures, identify leading indicator tracking programs, develop site indoctrination process, etc. Part of team to interview short-listed subcontractors at their respective offices in Singapore during pre contract award stage. Extensive travel to Thailand and Singapore to communicate with fabricators / subcontractors for effective implementation of SHES programs.Overall responsibility for Safety Stewardship at the project level. Guided and coached subcontractor teams to implement the EPC developed SHES programs. Communicated safety initiatives for implementation. Coached and trained teams on an incident investigation program to obtain accurate root causes leading to the development of SMART corrective actions. Developed and stewarded a self assessment audit program to monitor compliance with SHES programs with increased focus on 4 key critical safety management systems. Stewarded findings to closeout. Participated / chaired Tier II and III Steering Meetings with the client and senior site managers of all subcontractors.Developed and administered a permit to work system for greenfield construction activities.Managed an intensive and stringent equipment inspection program to assure readiness as a leading indicator activity to reduce equipment incidents. 11MM exposure hours.
