In this role, I analysed quantitative data on human resources for health using results of a mapping survey covering 21 Sub-Saharan African countries and collaborated in writing two scientific papers aimed at health policy makers. On a separate project, I systematically coded and analysed all primary qualitative data and devised a coding framework to assess the sustainability of eye care services in Tanzania, using NVivo software.

I provided leadership and strategic vision to emergency response and health system strengthening programmes in DRC, which enabled nearly five million people to access quality healthcare. I was responsible for a budget portfolio of over £55m, from donors including DFID, SIDA and the World Bank. I directly supervised a team of seven technical staff and numerous evaluation consultants, as well as advising 80 programme staff. I provided leadership and programme management oversight to projects totalling $20m and covering six sectors; emergency response, GBV, education, health, and community-driven reconstruction and civil society development. I coordinated inter-sector programme collaboration to increase the impact of IRC’s programming and worked closely with UN agencies and other NGOs to ensure needs were met through harmonised programming.

I coordinated a project providing healthcare and nutrition services in a refugee camp for 45,000 Sudanese refugees. I provided overall leadership and management to a team of 69 staff, with a budget of $2m. As head of base, I was responsible for staff and asset security, requiring a strong understanding of the local context. I acted as security focal point for all NGOs in the area, involving close liaison with UN agencies and local authorities.

I was responsible for setting up Merlin’s emergency response to the renewed conflict in Eastern DRC. I managed a project that combined setting up mobile health clinics in IDP camps with strengthening the capacity of the local health authorities to plan for and respond to emergencies. I supervised a team of 45 staff with a $1m ECHO-funded budget. This period saw outbreaks of cholera and polio, as well as spells of intense fighting.
