Senior level experience working in the public and private sectors to address issues impacting children, youth and families at the local, state and federal levels. Major concentration on education, equity and inclusion, health and workforce development initiatives. Areas of expertise include designing and implementing results based programming and technical assistance supports that are both impactful and culturally responsive to diverse populations and age groups.

August 2014 – June 2018• Direct oversight of a full-day, year-round Head Start program for 322 students.• Expanded Head Start program funding from 1.9 million to 4.2 million over three years.• Implemented management systems that comply with Federal HS Program Performance Standards.• Conducted annual Head Start needs assessment with responsibility for achieving targeted outcome measures. • Fiscal and administrative oversight, including continuous program performance in the areas of Family Policy Council Governance, Family Engagement, and Early Childhood School Initiatives. • Monitored eligibility, recruitment, and systems to ensure student enrollment goals were achieved. • Maintained internal and external communication exchanges with internal and external partners.

•Direct oversight for designing, implementing, and securing funding for innovative education, health, and transition initiatives for children and youth in Maryland. •Served as MSDE’s senior liaison for the Department’s public and private investment partnerships with state agencies and private providers. •Responded to state and federal legislative programmatic and fiscal reporting requirements. •Provided technical assistance and support to Maryland’s 24 Local School Districts, a statewide network of family resource centers, and private service providers.•Executed and monitored independent consultant contracts utilizing local, state, and federal discretionary funds. •Developed and delivered public policy briefings on education, health, workforce, and school transition issues.•Represented the State Superintendent of Education on the Interagency Strategic Planning Advisory Council.•Served as the Division of Special Education’s Legislative Representative (2008-2011).

•Appointed by the County Executive to provide senior-level leadership in support of seventeen member Advisory Board of Directors and twelve Senior Management and Support staff. •Provided direct oversight for a 3.5 million dollar budget comprised of state, federal, and private foundation funds.•Created a comprehensive program and evaluation system using the Results Based Accountability Measurement framework. •Expanded the organization's Rapid Response system for children and families in crisis. •Appointed by the County Executive to spearhead the County's first Early Childhood School Readiness Advisory Council in collaboration with the Annie E. Casey Foundation.
