Lead the implementation of the Substance User Reentry Enhancement (SURE) program to improve access to community treatment. Co-Chair of the Mayor's Office of Criminal Justice Release and Reentry work group.Executive Director of the Transitional Health Care Consortium, a collaborative of local and national leaders from NYC agencies, national health policy groups, and community organization supporting policies and programs to support justice involved populations and impacted communities. Create, develop, implement and enhance programs to support continuity of community healthcare for the justice population to address housing, health care, substance abuse treatment, and social service needs of detained and sentenced persons. Manage health education, discharge planning, and community connections for those in City jails; 75% of those returning to the community with a plan are linked to community healthcare. Obtained grant awards from several federal and private sources totaling over $35m; Principal Investigator for three NYC Demonstration Site under HRSA Special Projects of National Significance: Jail Linkages initiative for HIV-infected showed significant reductions in ED and shelter use post-release and two-fold increase in viral load suppression rates; Latino Populations awarded September 2013 and Workforce Capacity awarded in August 2014.

Held progressively responsible positions culminating in oversight of administration for Division that increased from 50 to over 500 City employees, incorporating contracts valued over $200 million. Managed divisional staff supporting human resources and labor relations, information technology, procurement, fiscal administration, and budget management including correctional health contracts. Held key leadership position during transfer of correctional health, oral health and child health clinic oversight from the Health and Hospitals Corporation to the Department of Health and Mental Hygiene; seamlessly transferred payroll of 500 staff at the end of the City’s fiscal year. Designed contractor performance evaluation system to evaluate effectiveness of $6 billion Medicaid Managed Care contracts; developed facilitated enrollment proposal resulting in State award.

Managed approval process for thousands of procurement actions for services, goods and construction valued over $10 billion annually. Assisted in program design and development of social service RFPs for employment, home care, crisis intervention, and housing and supports for people living with HIV/AIDS. Designed performance based payment systems. Contract monitoring.

Reviewed procurement actions from 43 mayoral agencies, providing technical assistance and support in complying with procurement rules.

Director/Deputy Director, Office of Contracts (1989 to 1995)Managed over 200 child welfare contracts valued at $1.3 billion, ensuring timely review, approval and registration of contract actions. Chaired task force to create a new performance evaluation system for foster care contracts. Monitored contracts for child protective / prevention services; assisted in design and development of independent living skills and human trafficking diversion programs for adolescents.

Collaborated with inter-agency network to create a master database of community resources. Planned and implemented family programs at central Brooklyn Day Care Center. Delivered homelessness prevention, home care, parenting skills and child abuse prevention services.
