Extensive knowledge of billing processes and procedures, computer information systems, Internet billing, utility accounting and staffing to ensure the accurate and prompt utility billing, and that all of theUtilities' revenue and accounts receivable balances reconcile to those accounts in the general ledger.Work with IT and others to develop programs and database structures to meet billing needs, identify modifications and coordinate maintenance, monitoring and updating efforts to resolve any data conflicts and errors in databases. Interface with Customer Service Division, Operations, Solid Waste, Meter Reading,Finance, Water Conservation, other County agencies and contracted vendors.Extensive knowledge of Federal Laws, State Statutes, County Ordinances, Generally Accepted Accounting Principles, Government Accounting Standards Board, Financial Accounting Standards Board, all county policies and procedures.

Establish, prepare and process utility lien documents.• Review and analyze delinquent accounts and collections procedures to include administering property debt inquiry procedures.• Create, process and submit legal requests to the county attorney’s office.• Research, coordinate and process bankruptcy items to include determination and collection of all monies due.• Research, calculate and prepare damage invoices to include collection of monies due through the small claims court process.• Coordinate the need for new and/or modified computer programs with the technical architect and contractual programmer and develop and implement such software.• Develop, implement and update division SOP’s and guidelines.• Perform special projects of varying complexities.

Supervise daily operations of 12 facility attendants and two equipment operators in three different locations performing non traditional shift schedules in the identification, classification and reporting of Hernando County’s solid waste stream.• Monitor and evaluate equipment including operational and preventative maintenance to heavy equipment.• Provide training to include Class A CDL practice.• Prepare bi-annual budget.• Develop, implement and update division SOP’s and guidelines.

Audit of old and new utilities development agreements, present findings and provide proper method of adjustment and correction. Design, establish and implement database, audit trails and control measures for developer agreements.• Review requests for waterline extensions, HCUD feasibility and implementation.• HCUD webpage updates with poster and pamphlet designs.• Development, implementation and updates of standard operating procedures.• Development of methodology for water meter cycle and route evaluation.• Assist in review, coordination and preparation of department studies, projects, reports, applications and contracting.

Responsible for information collection operations and provide Army personnel with information about the enemy force’s strengths, weaknesses and potential battle areas.Job Duties•Screen human intelligence sources and documents•Debrief and interrogate human intelligence sources•Participate in human intelligence operations•Analyze and prepare intelligence reportsOperate as part of an Army modular component to a Joint Task Force organization and conduct operations in a joint/combined operations environment including, but not limited to, screenings, debriefings, interrogations of civilians on the battlefield (COB), enemy prisoners of war (EPW) and detainees to establish priorities for exploitation; source operations within the area of intelligence responsibility; triage and exploitation of captured or confiscated documents and media. Identify adversarial elements, intentions, compositions, strength, dispositions, tactics, equipment, personnel and capabilities. Prepare and edit appropriate intelligence and administrative reports; utilize communications equipment; use interpreters and manages interpreter/translator operations; plan and participate in HUMINT Military Source Operations (MSO);under Counterintelligence (CI) supervision. Translate and exploit captured enemy documents, foreign language and open source publications; conduct liaison and coordination in English and foreign languages with host nation agencies.

Accounting and budget work to include maintaining and billing for partial solid waste assessment and special liens as well as landfill cash and charge billing.
