I provide strategic, operational and specialist support to executive management and program teams as well as local government on the development, implementation and monitoring of work designed to deliver major disaster recovery and stimulus programs across Regional NSW whilst also delivering customer and community outcomes. I lead, develop and coordinate Local Government relations for the stimulus and disaster recovery programs across the northern NSW transport region from Central Coast through to North Western NSW and the Qld Border. Lead and oversee all aspects of program development and implementation across a portfolio ofcomplex projects, including Disaster Recovery, Regional Roads and Transport Recovery Package, Fixing Local Roads and Fixing Country Bridges programs and Stimulus funding streams.I lead the strategic coordination, delivery, and operational management of a $4.5b Disaster Reconstruction program across northern NSW from the Central Coast to the QLD border. To achieve this, I provide proactive regional-based leadership and executive oversight ensuring seamless service delivery across government, that delivers results for the community in a complex, highly political, complex social, and economic environment primarily across regional NSW.

Lead the development, implementation and monitoring of the Disaster Recovery Program across regional NSW in the Regional and Outer Metropolitan (ROM) division and collaboration across the whole transport network for consistent reporting. The role engages with multidisciplinary stakeholders to deliver the programs of work to agreed milestones and business objectives. This role supports TfNSW internally and also consults with key stakeholders, across industry on the programs of work in order to drive program objectives.• Lead the development, implementation and monitoring of the Disaster Recovery Program. • Engagement with stakeholders to deliver the program work and project delivery to agreed milestones and improved business objectives. • Managing multiple complex, concurrent and interdependent program or works. I manage and support all phases of the program lifecycle, including initial scope and feasibility, funding, planning and scheduling, co-ordination, stakeholder engagement, tracking, reporting, evaluation and integration with existing programs. • Multiple reporting priorities to the executive and stakeholder groups and management of systems, resourcing and committee meetings to ensure that projects are on time, within budget and successful. • Provide advice and support to assure sound program management by working closely with the technical solutions and local government teams for each region.

Lead an emergency operations team of 30 staff and up to 100 contractors in a 24/7 shift working environment to provide operational services including, answering requests for assistance from the community. Enabling work towards business sustainability, improvement of business outcomes and customer/stakeholder satisfaction as well as provide oversight of operational activity across NSW and co-ordination of the State Command Centre with readiness planning, implementation and exercising of the operational platform and systems to support the emergency management and response framework. Co-ordination of activity across the two centres when activated and application and embedding of lessons learnt from previous operational activity via project initiatives and management.

State Level management and co-ordination of; - The Transport for NSW State Level Strategic response to the COVID-19 public health emergency via the State Health Emergency Operations Centre. - Environmental scanning, assessment and progressive risk strategies for a range of potential cascading impacts on Transport for NSW in the short and longer term- Uplifting the organisation's capability and working to build an adaptive capacity to deal with change for the medium to long term- Re-calibration of strategic objectives, considering the many ‘unknowns’ of COVID-19, to minimise its impacts and capitalise on opportunities for growth.- Liaison with Transport networks in ACT, Victoria and Queensland in regards to impact on transport from Public Health Order impacts. - Creation of new policies, processes and adaptive capabilities within tight time-frames to address impacts of COVID-19 on transport options and routes.- Creation of processes statewide that support NSW Health contact tracing for COVID-19 positive cases that use public transport during an identified period. Negotiation with stakeholders to support this task. - Adaptive decision making due to - Incomplete, conflicting or changing Information in regards to Public Health Orders, High levels of scrutiny, Compressed time-frames and Significant impacts on the transport network. - Reporting methods and task logging to support an ongoing emergency operations period. - Rostering and Fatigue management due to ongoing operations.

• Support the development, implementation and coordination of State wide transport emergency capability to facilitate and ensure compliance with operational emergency planning risks.• Project manage the development and implementation of hazard and location specific transport plans developed in accordance with State and National emergency risk assessment guidelines and practices to ensure that plans meet required standards.• Develop Concepts of Operations, Standard Operational Procedures for transport agencies engaged in emergency operations.• Support the coordination of state and national participation in exercises to refine transport emergency preparedness planning and response arrangements to ensure adequate transport emergency preparedness planning and response arrangements are in place.• Review and assess intelligence from a variety of operational sources and disseminate advice and warnings on potential emergency events. Analyse and assess the actual transport implications and resource requirement during emergency operations and provide timely information to Emergency Operation Centres, transport agencies and stakeholders.• Represent the Transport Services Functional Area at Regional, State and Combat Agency operations centres to facilitate a coordinated transport approach during multi-agency operations including coordinated emergency transport planning, response and recovery activities.• Identify and negotiate the procurement of government and private transport resources required for emergency and recovery operations and maintain the currency of resource listings. Assess and manage competing priorities for transport resources during emergency events such as bushfires, floods including events that may require NSW support to interstate jurisdictions.• Conduct exercises to test emergency preparedness within Transport for NSW and support Regional and State level exercises to refine and test transport emergency plans to ensure identified risks are addressed.

Managed the the day to day planning, roster (fatigue management) and operational management of the Transport for NSW Emergency Management and response arrangements at a State Level during the 2019/2020 bushfires. I initiated a whole of transport briefing teleconference to capture and update all of the transport impacts across all of the modes of transport and provide provisional predicted fire-path intelligence for pre-planning for potential bushfire impacts on transport assets and services in order to aid efficient and effective recovery by pre-staging recovery crews. I instigated the provision of a transport media representative for catastrophic fire days at the State Emergency Operations Centre. I coached new transport liaison officers to attend Regional and Local Emergency Operations centres during the bushfires and organised and facilitated After Action Reviews for lessons learnt. I contributed to the NSW Bushfire Inquiry - Transport for NSW submission as well as the Royal Commission in National Natural Disaster Arrangements. As part of a continuous cycle of improvement lessons learnt from the 2019/2020 bushfire season have been reviewed and applied to an updated training package for Transport Liaison Officers across NSW. As A/Manager I also completed a review of the Transport Functional Area Supporting Plan for submission to the State Emergency Management Committee for endorsement and approval.
