Senior Manager - State Operations Centre & State Command Centre
Lead an emergency operations team of 30 staff and up to 100 contractors in a 24/7 shift working environment to provide operational services including, answering requests for assistance from the community. Planning And Operational Coordinator
• Support the development, implementation and coordination of State wide transport emergency capability to facilitate and ensure compliance with operational emergency planning risks.• Project manage the development and implementation of hazard and location specific transport plans developed in accordance with State and National emergency risk assessment guidelines and practices to ensure that plans meet required standards.• Develop Concepts of Operations, Standard Operational Procedures for transport agencies engaged in emergency operations.• Support the coordination of state and national participation in exercises to refine transport emergency preparedness planning and response arrangements to ensure adequate transport emergency preparedness planning and response arrangements are in place.• Review and assess intelligence from a variety of operational sources and disseminate advice and warnings on potential emergency events. Analyse and assess the actual transport implications and resource requirement during emergency operations and provide timely information to Emergency Operation Centres, transport agencies and stakeholders.• Represent the Transport Services Functional Area at Regional, State and Combat Agency operations centres to facilitate a coordinated transport approach during multi-agency operations including coordinated emergency transport planning, response and recovery activities.• Identify and negotiate the procurement of government and private transport resources required for emergency and recovery operations and maintain the currency of resource listings. Assess and manage competing priorities for transport resources during emergency events such as bushfires, floods including events that may require NSW support to interstate jurisdictions.• Conduct exercises to test emergency preparedness within Transport for NSW and support Regional and State level exercises to refine and test transport emergency plans to ensure identified risks are addressed.
Manager - Emergency Preparedness And Operations
Managed the the day to day planning, roster (fatigue management) and operational management of the Transport for NSW Emergency Management and response arrangements at a State Level during the 2019/2020 bushfires. I initiated a whole of transport briefing teleconference to capture and update all of the transport impacts across all of the modes of transport and provide provisional predicted fire-path intelligence for pre-planning for potential bushfire impacts on transport assets and services in order to aid efficient and effective recovery by pre-staging recovery crews. I instigated the provision of a transport media representative for catastrophic fire days at the State Emergency Operations Centre. I coached new transport liaison officers to attend Regional and Local Emergency Operations centres during the bushfires and organised and facilitated After Action Reviews for lessons learnt. I contributed to the NSW Bushfire Inquiry - Transport for NSW submission as well as the Royal Commission in National Natural Disaster Arrangements. As part of a continuous cycle of improvement lessons learnt from the 2019/2020 bushfire season have been reviewed and applied to an updated training package for Transport Liaison Officers across NSW. As A/Manager I also completed a review of the Transport Functional Area Supporting Plan for submission to the State Emergency Management Committee for endorsement and approval.
