Responsible for supporting a broad variety of program management, resource assessment, scheduling, program evaluation, policy development, and other technical review activities related to materials rulemaking and intergovernmental liaison activities. Formulate the division budget and narratives. Maintain the integrity of the data in the division Operating Plan and rulemaking Gantt charts. Ensure the timely resolution and closure of division action items and keep management apprised of status and schedules. Prepare slides and presentation materials in support of the Division Director's speaking engagements. Calculate and report the results of the division performance measures on a quarterly basis. Prepared documentation of audit that cited environmental law, categorized the environmental issue (finding, deficiency, best management practice), and recommended plans of action and milestones for the clients. Prepared scopes of work and government cost estimates for architect-engineering (A/E) firm contracts. Reviewed A/E prepared documents and oversaw contractor taskings. Attended meetings between A/E and Navy personnel and served as liaison between contractor and client/customer. Designated as Project Manager/Engineer in Charge for the Environmental Liability Cost Estimating Project for Non-Defense Environmental Restoration Program (DERP) Liabilities. Developed a work plan, coordinated site visits, and prepared a final report for Commander Naval Region, Northeast. Prepared inventories of environmental liabilities. Created an Environmental Compliance Assurance Plan (ECAP), an effort typically performed by outside contract, to document the environmental compliance responsibilities of over 20 media areas for the privatization of Northeast Navy housing. This effort resulted in a cost savings of approximately $50,000 to the Navy. Efforts on the ECAP project also included: conducting briefings and delivering status updates to regional representatives and activity personnel; as well as, providing comments and analysis of contractor policies and environmental management plans. Coordinated with the Maine Department of Environmental Protection for the transfer of Naval Support Group Activity Winter Harbor from the Department of Defense to the Department of the Interior. Wrote closeout reports, supervised tank pulls, and provided continuous on-site environmental support to resolve emerging issues.
