▪ Ensure Compliance with Health, Safety, Environmental and Quality procedures that form part of BEAR’s Integrated Management Systems. ▪ Ensuring that proposed operations on the network do not conflict. ▪ Ensuring that external contractors have competent temporary traffic management proposals, method statements and risk assessments when applying to carry out operations on the network. ▪ Authorising access to the network. ▪ Checking and authorising temporary signing for events on the network. ▪ Input of information into the Traffic Scotland Special Event Diary. ▪ Regular liaison with Traffic Scotland, Police forces and Local Authorities. ▪ Assisting the Abnormal Load Routeing Manager to manage the movement of abnormal indivisible loads and abnormal vehicles. ▪ Input of weekly programme of intent into the Scottish Road Works Register. ▪ Monitoring input of others for compliance with the requirements of the Transport (Scotland) Act 2005. ▪ Liaison with the Office of the Scottish Road Works Commissioner. ▪ Liaison with the Scottish Road Works Register operator to resolve issues relating to the National Street Gazetteer. ▪ Reviewing and updating as necessary designations and associated data held in the National Street Gazetteer. ▪ Management of inspections and investigations of Statutory Undertakers works. ▪ Attendance at regional and local authorities and utilities committees. ▪ Input of weekly programme of intent into the Traffic Scotland Road Works Diary. ▪ Regular inspections of temporary traffic management on the network. ▪ Working knowledge of the New Roads and Street Works Act 1991 and the Transport (Scotland) Act 2005. ▪ Working knowledge of the Traffic Signs Manual, Chapter 8: Road works and temporary situations.
