Development of a prototype tool to model future satellite program costs based on mission objectives parametrically adjusted with historical cost datasets from the MTG and EPSSG programs.- - - - In preparation for the then-soon-to-start next-generation weather satellite programs that should be launched in the late 2030s and 2040s, the PMO department of EUMETSAT was tasked to develop ad-hoc tools intended to set more realistic cost and time baselines and estimates from program… Show more Development of a prototype tool to model future satellite program costs based on mission objectives parametrically adjusted with historical cost datasets from the MTG and EPSSG programs.- - - - In preparation for the then-soon-to-start next-generation weather satellite programs that should be launched in the late 2030s and 2040s, the PMO department of EUMETSAT was tasked to develop ad-hoc tools intended to set more realistic cost and time baselines and estimates from program inception (from phase 0) and at each milestone.My analysis of historical data has shown that each new major mandatory program skewed further and further from the original estimates.Upon closer look, I identified that (once adjusted for inflation) the actual costs systematically follow the level of technological complexity and the number of parties involved in the development. Both of which increased significantly for each new program, and during each as well.Therefore these two factors were translated into a mathematical function and used as the main parameters of the prototype tool.Evolutions of the tool will increase the fidelity of the two mentioned parameters, and introduce new ones with a lesser effect on the full program but allowing a finer result.The first satellite program to test the tool was CO2M (Sentinel-7) starting in late 2022.
