This position is the second leadership level in NIC. I was appointed by the prime minster. My responsibilities are related to the information field at national level and can divide into two main parts: The first is developing standards and guidelines, providing consulting services and doing researches and studies. The second is developing and implementing policies and programs to build human capacities. Regarding the first part, I leaded my consulting team to make achievements such as developing the proposal of Saba News Agency's archive digitization project which is the largest digitization project in Yemen yet dealing with more than 1.5 million pages. We started to apply the Assessment Standards of Official Government Websites, which we developed earlier; to some official government websites such as NIC website, Yemeni e-gov website and ministry of civil service website. We’re also working to establish a Computer Emergency Response Team (CERT) in Yemen in cooperation with the Organisation of Islamic Cooperation (OIC) as part of a national cyber security system. Regarding the second part of my responsibilities, I leaded my training team to successfully provide hundreds of training opportunities to NIC staff inside and outside Yemen according to the training plan developed based on the training needs previously determined. On the other hand, we effectively receiving tens of students from several Yemeni universities and colleges for internship and practical training in NIC’s departments and coordinating their training. We provided HINARI Train the Trainers course for tens of Yemeni health researchers and professionals in March 2014 in coordination with WHO. I developed a project concept paper for developing a training strategy to implement the right to information access law in Yemen and contacted INGOs such as USAID and Fredric Ebert to get their support.

My main responsibility was to manage the Informatics Institute Project. I leaded my team to continue implementing the project plan. We carried out tens of information courses for NIC staff and others from tens of other governmental organizations as part of a national program aims at building national human capacity in the informatics field in the frame of the first phase of the Project. We developed brochures for the project in Arabic and English. I worked with lawyers from inside and outside NIC to develop a number of proposals for the Informatics Institute Establishment Act. I developed the first draft of the “Informatics Institute Project Study”. The reduction in the project budget in 2011-2014 because of the economic situation in the country negatively affected the project’s activities.In this job my experience and achievements in leadership and supervision, project management and training services were improved.

I leaded my teams to finish what I started in my previous position as a director General Assistant of Systems & Technical Services. Regarding the first part, we finished developing the second version of “The Developing and Managing Governmental Websites Guidelines”, the first version of “The Assessment Standards of Official Government Websites” and the first version of “The Guideline of Organizing and Managing Public Information Units & Centers”. Regarding the second part of my responsibilities, I leaded my training team to successfully provide tens of training opportunities inside and outside Yemen to NIC staff in different subjects as planed in the training plan 2013 developed based on the training needs previously determined. Also tens of trainees from several Yemeni universities and colleges were received for internship and practical training in NIC’s departments and their training was coordinated.This job improved my experience and achievements in leadership and supervision, policymaking and standardization, project management and training services.

I occasionally write as part of my social responsibility to participate in educating people about informatics and information freedom. My first experience with the press was an article about “DVD technology” published in the first issue of the Information Magazine in August 2000. I wrote an article about the “Institutional Protection for the Information Freedom through the National Dialogue Conference" published in Alghad newspaper in 13 May 2013. A newspaper interview with 26 September newspaper in the first anniversary of the Yemeni Right to Information Access law published in 3 July 2013 issue (1715). A long article about “The Current Informational Situation and its Trends Globally and Locally” was published in the 26 September newspaper in two parts the first in 13 March 2014 issue (1756) and the second in 26 March 2014 issue (1758). An article about “The International Day of Telecommunication and Information Society 2014” was published in the 26 September newspaper issue (1767) in 28 May 2014. This job enables gaining experience and making achievements in researching and writing.

I give lectures in subjects related to information systems and information management, test students and evaluate their researches and develop courses syllabuses and presentations. I gave hundreds of lectures for hundreds of students in some private universities in Yemen. This job is enabling me to gain experience and make achievements in the academic field.
