Leads the Project Measurement, Evaluation, Research (MER) and Learning function of the project: responsible for design and implementation of Measurement, Evaluation and CLA plan, working with stakeholders (USG, MOH and project teams) to develop and execute project MER and Learning plan, developing MER tools and protocols, training staff and partners in program M&E system, data collection, analysis, managing quarterly and annual performance reporting to USAID and PEPFAR, conduct studies. to document impact of project interventions and policy.AchievementsSuccessfully developed Measurement, Evaluation and Learning Plan for the current 5 year Strengthening Human Resources for Health project (2014-2019) that was approved by USAID with in contractually agreed timelinesDeveloped national level M&E system to track inventory and transition of all PEPFAR supported health workers in Uganda to government of Uganda payroll. Currently being used by USG teams (USAID/CDC) and implementing partners to monitor progress of recruitment and transition of PEPFAR HRH to GOU payroll. Conducted various impact researches to inform health sector policies. Study results published at various international and national conferences namely. The 4th Global Forum on Human Resources for Health 2017, Dublin, Ireland, The 22nd International AIDS Conference (AIDS 2018), Amsterdam, The Fifth Global Symposium on Health Systems Research, Liverpool, UK, 8 – 12 October 2018 (to be presented), The Fourth Global Symposium for Health Services Research (November 2016), Vancouver, Canada.Developed Monitoring Evaluation and Learning plans for two five - year IntraHealth’s award winning project proposals by USAID; SHRH (23 million US dollars), RHITES-E (65 million US dollars).Support to Ministry of Health in development and monitoring health sector plans specifically; Health Sector Strategic and Investment plan (2011/15) , and current Health Sector Development plan (2015/20)

Leads the Project Measurement, Evaluation, Research (MER) and Learning function: responsible for design and implementation of Performance Management and Learning plan (PMP) for UCP.AchievementsSuccessfully designed the Performance Management Plan (PMP) for the 5-year Uganda Capacity Program that was approved by USAID within contractually agreed timelines.Managed the implementation of the PMP; M&E framework, indicators, MER tools and protocols, data collection, analysis, managing quarterly and annual performance reporting to USAID and PEPFAR using the different online USG performance reporting systems-USAID Performance Reporting System (PRS), HIBRID etc.Led the design and implementation of 3 operations researches to document impact of HRH strengthening interventions in the health sector; Impact of Health worker Performance Improvement program on health outcomes-June 2013, Impact of Leadership and Management training program on the performance of human resources for health managers in selected districts-November 2012, and Assessment of functionality of community leadership structures ( Hospital management boards and Health unit management committees) in Ugandan districts-2010. Developed Monitoring Evaluation and Learning plans for IntraHealth’s project award by USAID- NUHITES (45 million US dollars, 2012). Support to MOH in development, monitoring implementation of health sector plans and generation of performance reports; MOH Health Sector Development Plans (HSSIP), and MOH annual performance reports.

Lead the design and implementation of Performance Monitoring and Evaluation systems for all PSI programs in Uganda :(HIV/AIDS, MNCH, Reproductive Health, WASH, and Social Marketing)-Results frameworks, M&E plan & Management Information System.AchievementsSuccessfully designed and implemented Performance Monitoring & Evaluation plans (PME) for 4 PSI programs in Uganda: M&E plan for the 5 year nationwide reproductive health program, M&E plan for the 5 year national HIV/AIDS preventive basic care package program, M&E plan for the Maternal Health and Child survival project implemented in Mubende district, M&E plan for the UNFPA funded Reproductive health commodity security project implemented in Northern Uganda.Led the design and implementation of the end of project evaluation for the UNFPA funded Reproductive health commodity security project in Northern Uganda in collaboration with UNFPA and MOH.

Bushenyi District, Uganda

Spearhead implementation of the Pilot Participatory monitoring and evaluation model in Bushenyi District and scale up to other NAADS districts.Spearheaded the successful implementation of the pilot Community Participatory monitoring and evaluation model in Bushenyi district that was subsequently rolled out to seven other NAADS implementing districts in Uganda- Tororo, Hoima, Busia, Kabarole, Mbarara, Kitgum and Ntungamo in Eastern Western, Northern and South Western regions.
