    In November, Mr. Gibson was contracted by Monad to be the development team lead and project rep beginning in January for the SCUBI system at the North Carolina Division of Employment Services. The SCUBI system will provide the NC Unemployment Benefits Portal for claimants and employers through OPA screens and screen flows. When he joined the project, NC trailed SC and GA regarding development productivity. Mr. Gibson quickly streamlined the development process, improved client relations and trust with the client, and transitioned the project team to an agile orientation. Mr. Gibson also oversaw Quality Assurance, coordinated development priorities and modified existing applications to remove defects and implement client desired enhancements. In less than three months, NC became the tri-state leader in development/approval progress.

The new requirements were very complex requiring a complete rewrite of existing rules. The new rulebase has been completed and is currently undergoing extensive testing for numerous scenarios, and currently has zero defects. Integration testing will occur in mid-October.

Created a proof of concept used to confirm the feasibility of using existing MAGI Medicaid rules and incorporating specific Hawaii health plan requirements into those rules. Constructed a user interface and provided a demonstration of a family being eligible for MAGI IND, PW, U19, CHIP, and PC.Managed the creation of the initial ABD rulebase and demonstrated eligibility determinations for aged, blind and disabled persons.

All team members have now become OPA certified implementation specialists.• Guided the analysis, design, development and implementation of twenty-two OPA rulebases; personally built eight.Two rulebases were implemented in Phase 1, December 2010 to begin the evolution of rules-based applications and business rules governance in the Province. Fifteen rule-based applications integrating with Siebel Public Sector 8.2.2 and OPA 10.2 were implemented in Phase 2, April 2012. These rulebases perform program eligibility and benefit determinations supporting five social services program areas, and also provide for complex rules associated with Siebel business components such as benefit plan, order and invoice validations.Five rulebase applications integrating with Siebel Public Sector 8.2.2 and upgrading the fifteen Phase 2 rulebases to OPA 10.4 in Phase 3 were implemented in March 2013. These rulebases perform program eligibility and benefit determinations. Two are of special note:• The retroactive payment calculator rulebase uses temporal reasoning to re-calculate benefits based on historical changes in circumstances• The OPA 10.4.2 batch processor is used in an integration with the Canadian Federal Government data sources.
