CurrentCCSI is a joint center of the Law and Climate Schools at Columbia University. We draw on the expertise of faculty and other experts in business, law, engineering, and other fields. Our team incorporates a diverse range of regional, legal, thematic, and sectoral expertise. Taught "Energy & Infrastructure Project Finance" in both the full-time MBA and the EWMBA programs at Berkeley Haas from Spring 2008 through Spring 2020. This interdisciplinary course covered key financial, commercial, legal, economic, technology and policy issues affecting the development and financing of complex infrastructure projects, with special emphasis on risk management and valuation issues, capital sources, project development, and investments in alternative energy. These topics were discussed using practical, real-world case studies of transactions in renewable energy, toll roads, rail projects, water systems, airports, natural resources, and large entertainment facilities.Business students (together with graduate students from the law, public policy and engineering schools at Berkeley) explored key risks and incentives to mobilizing capital to meet the growing demand for clean power and critical infrastructure. My students gained an understanding of the following concepts:• how commercial and financial interests, technological innovation, regulation, private contracts and market factors dynamically interrelate• how to optimize and analyze financing structures, leverage and investor return• how various project risks are identified, allocated, mitigated and priced, and the roles of contracts, governance, hedges and insurance products in managing and reducing risk• how regulatory incentives and public policy choices either curtail or facilitate particular investment opportunities and technologies, often in unintended ways• how to approach tradeoffs between short- and long-term value creation and liquidity, maximizing debt capacity while preserving optionality, and competing stakeholder interests• how to handle asymmetric information in transactions efficiently and ethically The MBA course was also cross-listed for JD and LLM students at the UC Berkeley School of Law in Spring 2008, Spring 2009, and from 2011 through 2013.
