IKJ's Chief Operating Officer (COO) is responsible for the day-to-day operational aspects of the organization. The "key" duties and responsibilities will include but not limited to optimizing operational practices, enhancing delivery efficiencies, managing resources and ensuring the highest standards of safety are met. The "COO" will work directly with the CEO to ensure the execution of the "organization's " strategic vision, drive productivity, and maintain client satisfaction. The "COO" is also responsible for fostering a culture of continuous improvement, empowerment, employee development, risk mitigation to cultivate and development long term growth ensuring success for the organization.

Provides managerial direction in the lead role to perform all interdepartmental coordination, liaison- interfacing tasks, direction, agency oversight, creation of a inventory database of METRO’s assets in the agency’s on-going effort to develop and maintain a complete condition assessment of all assets. Provides a methodology for determining annual capital and recapitalization project priorities. Develop and maintain a systematic process for capturing, updating, reporting future requirements and continuously identifying the evolving scope and condition of METRO’s assets both in the short and for long range planning and managing purposes. Manage the coordination with METRO’s Operations, Facilities Maintenance, Capital Programs, Finance, Planning, Information Technology, Safety and Security departments in guiding an overall development of the best business practices and strategic funding to ensure better decision making based upon quality information and well defined objectives that will allow the Authority to bring its assets to a “state of good repair” and remain at that level.

Functions in the lead role to perform all interdepartmental coordination, liaison and interfacing tasks for METRO Solutions (MS) infrastructure, Facilities and Systems design, construction, start-up and commissioning activities. Responsible for meeting with METRO Operations, Maintenance, Safety, Security, Information Technology and Fare Collection departments to develop and assemble operating department and user requirements in to the design parameters for ongoing MS design. Participate in the conceptual development for operating systems from the reliability, availability, maintainability and safety perspective. Support the design management, control, and review milestone submittals. Participate in system start-up and commissioning of line segments.

Planned, supervised and coordinated the functions and activities of employees engaged in the provision of rail service throughout the rail system. Authored over 1,000 Rail Service Bulletins annually, reviewed and approved all Standard Operating Procedures during the above period. Conducted project oversight for all Rail construction projects worked actively with the general contractors and outside agencies. Planned, supervised and coordinated with various television and movie production companies’ activities during filming of major motion pictures, TV series, documentaries, photography shoots and all other related projects. Responded to all rail emergencies and coordinated the implementation of service restoration with CTA personnel and various outside agencies. CTA 's liasion during specials events, emergencies and coordinated activities with various agencies (police, fire, OEMC, FBI, Secret Service, Homeland Security, NTSB, FTA, and many other local, state and federal agencies.)

Responsible and accountable for rail service--the condition of passenger facilities and rail cars and all operational detail involved in the management of rail transportation service at route level. Ensured the dependability and timeliness of rail service on the assigned route. Interfaced with the Managers/Maintenance-Rail to ensure the availability of adequate revenue generating rolling stock for service. Consistently evaluated service levels and produced ideas and methods to affectively increase in those parameters. Traveled to various locations during emergency situations and directing the restoration of service as needed. Conducted employee interviews and discipline hearings as necessary and prepared and distributed a variety of documentation and correspondence. Coordinated and supervised the activities of Transportation Managers, Rail Service Supervisors, Customer Assistant Supervisors, Yardmasters and Train Operators. Maintained certification as a Rail System operating employee.
